Specialist (Technical Officer II)

Description:

The USAID-funded
Rwanda Mentorship Community of Practice (MCOP) will scale a pilot program to
equip all of Rwanda’s school-based mentors with the support they need to
provide effective assistance to basic education teachers. Through the
cost-effective use of ICTs, MCOP will connect mentors with teaching materials,
good practices, and a community of peers, strengthening not only their
pedagogical and subject knowledge but also their professional identity and
self-confidence. MCOP will also work with the Rwanda Education Board (REB) to
expand the MCOP model to other educators and to institutionalize project
activities within REB.

Job Summary
/ Responsibilities:

The Literacy
Specialist will be responsible for improving, expanding and promoting MCOP
early-grade literacy resources and services. As a result of these resources and
services, Rwanda’s school-based mentors should become well equipped to provide
highly effective support to basic education teachers in their efforts to teach
reading and writing in the early grades. The Literacy Specialist will report
directly to the MCOP Project Director. Specific duties include:

  • Providing
    technical leadership for MCOP’s literacy-focused work, including:
  • Collecting
    and organizing materials from other literacy initiatives on the MCOP
    library
  • Moderating
    and otherwise contributing to literacy discussions on MCOP; and
  • Conducting
    face-to-face trainings with school-based mentors.
  • Developing
    partnerships with MINorganizations and agencies that are working in the
    area of early grade literacy in Rwanda to coordinate communications and
    materials dissemination.
  • Expand
    MCOP services supporting early-grade literacy and numeracy instruction,
    through online and face-to-face workshops and events, and collaboration
    with REB to support existing literacy and numeracy initiative

Qualifications:

  • Master’s
    degree in Education or Linguistics is highly preferred. Bachelor’s degree
    required.
  • Five
    years’ work experience in education in developing countries, with at least
    two years of experience in early grade literacy
  • Demonstrated
    ability to work with host government and other relevant partners to
    achieve literacy programmatic objectives
  • Experience
    delivering literacy training and workshops to teachers
  • Excellent
    technical understanding of evidence-based approaches to teaching literacy
    in mother tongue (L1), transition to the language of instruction (L2), and
    instructional methodologies
  • Experience
    integrating gender-sensitive approaches into literacy programming
  • Experience
    using innovative technologies to promote early grade reading
  • Excellent
    written and oral communication skills
  • Fluency
    in English
