Deputy Chief of Party

Description:
FHI360
seeks a Deputy Chief of Party for aUSAID/Rwanda Activity that seeks to
increase off-farm employment opportunities through enhanced access to finance,
increased private investment, expanded reach of entrepreneurship support
organizations, increased capacity of firms to attract and use finance, and
deepened finance sector capacity to assess risk and increase return. The Deputy
Chief of Party (DCOP) will be responsible for the overall technical oversight
of the project and is responsible for project implementation in the field. The
DCOP reports directly to the COP and will take a leadership role in ensuring
technical implementation of high impact, proven interventions and ensure the
project meets stated goals and reporting requirements.
Recruitment
is contingent upon successful award of the project and the selection of the
final applicant is subject to USAID approval.
Key
Responsibilities:
  • Plans
    and directs schedules and monitors budget/spending;
  • Monitors
    the project/program from initiation through delivery;
  • Organizes
    the interdepartmental activities ensuring completion of the project/program
    on schedule and within budget constraints;
  • Assumes
    the responsibilities of the COP in the absence of the COP;
  • Coordinates
    among USAID and key stakeholders and other implementing partners and will
    interact with formal and informal financial institutions, the relevant
    Government of Rwanda institutions and representatives, particularly at the
    provincial level;
  • Takes
    a technical leadership role in coordination with other senior team members
  • Builds
    capacity of staff, implementing partners, government counterparts, and
    other stakeholders working with the project;
  • Contributes
    to work plans, quarterly and annual reports, financial reports, and other
    reports and papers summarizing project results and evidence;
  • Represents
    project both internally and externally to other donors, stakeholders,
    implementing partners and government counterparts;
  • Promotes
    sustainability of project activities with effective networking, linkages
    to other programs, capacity building of project staff, and institutional
    strengthening of service providers and financial institutions;
  • Works
    closely with the Chief of Party, field-based staff and HQ to ensure the
    project is technically sound.
Minimum
Qualifications:
  • Minimum
    5-7 years’ experience of designing, implementation, reporting and
    management of evidence-based economic/livelihood and entrepreneurship
    projects;
  • An
    advanced degree in commerce, economics, finance or related field;
  • Must
    have demonstrated experience in entrepreneurship support, creating employment
    opportunities, and enterprise finance;
  • Experience
    with USAID preferred;
  • Demonstrated
    ability to work effectively with government representatives, for-profit
    private sector entities, local community based organizations, donors and
    other stakeholders;
  • Experience
    leveraging private sector partnerships and resources for creation of
    business opportunities, business mentorship and skills training, market
    access, strategies to strengthen household resilience, etc.;
  • Demonstrated
    leadership qualities, depth and breadth of technical and management
    expertise and experience, and strong interpersonal, writing, and oral
    presentation skills in English;
  • Experience
    with a USG cooperative agreement preferred;
  • Demonstrated
    ability to create and maintain effective working relations with host
    country government personnel, stakeholders, NGO partners, and
    international donor agencies;
  •

  • Excellent
    oral and written English communication skills;
  • Demonstrated
    ability to think strategically, lead teams and make high-level decisions.
