Following the approval of His Excellency, President Goodluck Ebele Jonathan and
in line with youth empowerment programme thrust under the Transformation Agenda
of Mr. President, the Federal Ministry of Youth Development (FMYD) in
conjunction with the United Nations Development Programme (UNDP) invite
applications from suitably qualified young Nigerians to participate in the
Junior Professional Officers’ Programme (JPO-P)  


The Junior Professional Officers’ Programme (JPO-P) was established in 1963 to
provide young professionals pursuing a career in development with hands-on
experience in multilateral technical cooperation. It is funded with donations
from donor countries. Currently, there are 19 sponsors comprising 16 countries
from Europe and 3 from Asia. The programme is administered by the JPO Service
Center in Copenhagen. Denmark and initially for one year with possibility of
extension for another one year, depending on satisfactory performance making a
total of two years objective of the programme

Programme/Department:

Promote, coordinate, and implement technical cooperation activities to reduce
health, social and economical burden of communicable diseases, focusing in the
surveillance, prevention and control, in ways that are technically sound and
appropriate for the culture and society and strives to achieve sustainable
impact through strengthened country capacity and effective inter-country
collaboration; and to strengthen the coverage and quality of the health and
vital statistics in the Region as the national capacity to monitor their health
situation.

Job Description:

This position is located in the Prevention and Control of Communicable Diseases
Project of the Area of Health Surveillance and Disease Management. The JPO will
support the implementation of integrated plans of action for Neglected
Infectious Diseases (NID), in priority countries in the region of Latin America
and the Caribbean (LAC).

Primary Responsibilities

Under the general orientation of the Senior Advisor, Prevention and Control of
Communicable Diseases (HSD/CD), and the direct supervision of Regional Advisor
for NID the JPO will be responsible for, but not necessarily limited to, the
following:

  • Collaborate
    with the Regional program for the implementation of the guideline for
    integrated plans of action for NID
  • Provide
    support for the review of survey protocols for prevalence of NID in LAC
    and follow-up for the implementation of surveys in priority countries.
  • Support
    the NID Team with the organization of regional meetings for trachoma,
    lymphatic filariasis, monitoring and evaluation of NID, financial gap
    analysis and integration of deworming for soil-transmitted helminths
    within public health programs which target children under 15 years old.
  • Disseminate
    information throughout the PAHO’s Web site, as well as through networks
  • Collaborate
    with the Regional NID program to research opportunities to strengthen
    links between neglected infectious diseases programs and other disease
    control programs especially malaria, immunizations, indigenous health and
    social determinants on health in order to promote enhanced coverage and
    control of diseases, sustainability, and cost-effectiveness
  • Support
    the Regional program to provide technical cooperation for surveillance of
    NID in LAC, including monitoring and evaluation of indicators of the
    PAHO’s Directing Council Resolution CD49.R19.
  • Collect,
    analyze and disseminate information of NID in LAC, contributing to
    strengthen the regional databases and providing support for report of data
    requested by WHO for the preventive chemotherapy bank
  • Provide
    technical cooperation to countries in LAC to complete the joint report
    form of NID, including the coordination with the partnership conformed by
    the Task Force for Global Health, Children Without Worms and WHO for the
    inventory of NGOs doing deworming in LAC
Requirements:
Education:
  • Minimum:
    Master’s degree (or equivalent) in a discipline related to public health,
    epidemiology, infectious diseases.
  • Desirable:
    A medical degree
Work
experience:
  • Minimum:
    At least two years of combined national and international experience
    working in epidemiology of communicable diseases.
  • Desirable:
    Experience in Neglected Infectious Diseases in Latin America and the
    Caribbean.
Skills
required for the assignment:

Minimum:
  • Technical
    skills in epidemiology of communicable diseases.
  • Excellent
    data base management, mapping and reporting skills.
  • Strong
    managerial, project monitoring and execution skills, including operational
    aspects of prevention and control programs.
  • Information
    Technology skills, including word processing, database application (excel)
    presentation software (power point) and internet appreciation.
  • An
    interest in adapting to varied physical environments; and a desire to work
    with people with different language, national and cultural backgrounds;
  • Evidence
    of ability to think strategically, work independently and demonstrate a
    sense of self-assuredness.
  • Respect
    for the UN principles of the United Nations Charter and the participating
    UN organisation’s mission statement.
  • Professional
    experience in preventive public health or epidemiological research.
  • Excellent
    writing and oral skills in English and ability to work in Spanish, in
    order to prepare funding proposals and epidemiological situation reports
    and communicate with the NID team.
  • -Desirable:
    Knowledge of French and/or Portuguese would be an asset.
  • Age:
    Must not be more than 32 years on the date of application
