Expert Consultant for a Rapid Assessment Study of Street Working Children in Afghanistan
Position Start Date: As soon as possible Project Duration: 45 days to be worked over a period of 8 months
Location: 35 days in the consultant’s home location and 10 days in Afghanistan
Fees and Conditions:
• The fee is 280 EUR per day. The total fees payable for the consultancy is 12’600 EUR
• Terre des homes will arrange and pay for international and domestic travel for the field visit, as well as accommodation and per diem
• The consultant is responsible for payment of tax and bank charges, including transaction and conversion fees
• Terre des hommes doesn’t contribute to pension or insurance plans or policies within Afghanistan. These remain the responsibility of the Consultant.
Background:
Since June 2003, Terre des hommes (Tdh) has been leading the Child Rights Consortium (CRC), made up of national and international NGOs funded by the European Commission. The aim of the CRC is to provide support to the neediest among the most vulnerable children of Afghanistan. Its 2008-2012 programme of action specifically targets children working in the street, children working on and across the border with Pakistan, children working in exploitative conditions in small businesses, children in conflict with the law, children marginalized by disability and survivors of abuse. The CRC advocates for the rights of the child in line with Afghanistan’s commitment to the UN Convention on the Rights of the Child (ratified 1994) and the Millennium Development Goals (signatory 2003), and with the national Constitution (2004) and current national plans (Afghanistan National Development Strategy 2008-2013, Social Protection).
Overall Objective:
The post holder will support the implementation of a study on the incidence, causes and consequences of children engaged in street work in Afghanistan, using the Rapid Assessment methodology adapted to the context of street working children and focussing on five provinces (Kabul, Herat, Mazar-e-Sharif, Kandahar and Nangahar). S/he will produce a report documenting the study, presenting and analysing its findings and providing considered and appropriate policy and programming recommendations.
Main tasks:
• To ensure the compliance of data collection tools and procedures with the ILO/IPEC Rapid Assessment methodology and their relevance to the context of street working children
• To monitor the use of data collection tools and adherence to data collection procedures in the field (during a ten day field visit) and to make any recommendations necessary to ensure effective collection of relevant data
• To undertake analysis of quantitative and qualitative data collected by the data collection teams and through earlier studies of street working children in Afghanistan
• To draft a report outlining and justifying the methodology of the study, presenting the conclusions drawn from the data collected in the field and providing policy recommendations
Child Protection Policy:
• To commit to respect the Child Protection Policy
• To commit to ensure the best implementation possible of the Child Protection Policy in Afghanistan
• To commit to inform the head office and to deal with any case of any allegations or possibility of transgression, even potential, of the Child Protection Policy
Profile: Education:
Postgraduate qualification in social science or a related field Experience: At least 5 years of working or undertaking in the field of child protection; previous experience of field research in developing country contexts; excellent understanding of the ILO/IPEC Rapid Assessment methodology; working experience in Afghanistan and familiarity with the context of street working children an asset Language: English; knowledge of Dari/Pashto an asset Skills: Excellent written communication skills
