BACKGROUND
Energy, Water and Sanitation Authority (EWSA) is a public utility institution under the Government of Rwanda in charge of energy, water and sanitation for the whole country. The Government of Rwanda, in its effort to sustain economic growth, has increased and stabilized power production since the severe power shortages in 2004. However, infrastructure bottlenecks in the urban areas and limited access in the rural areas have emerged as a significant constraint. One of three major strategic objectives of the Economic Development and Poverty Reduction Strategy (EDPRS 2008-2012) is to expand access while also improving the quality and lowering the cost of economic infrastructure -especially transport, power, and communications.
Access to clean water is essential for national development. A lack of access to water has social and economical impacts on human wellbeing. The Millennium Development Goals target 7 for Environmental Sustainability is to “halve by 2015, the proportion of the population without access to safe drinking water and basic sanitation”. Rwanda´s targets, in line with those of the EDPRS and Vision 2020 call for 100% access to clean water supplies by 2020 with residents travelling no more than 500m in rural areas and 200m in urban areas to access clean water.
EWSA needs to undertake a lot of procurement activities in pursuit of undertaking the various energy, water and sanitation´s development, utility and maintenance projects. As such it is necessary to have adequate national procurement capacity to manage those numerous and complex tenders; and this assignment aims to address this need in order to fully operationalize EWSA as a recently merged institution.
ASSIGNMENT OBJECTIVE
The main objective of this assignment is to manage entire procurement activities for EWSA including
• Preparation of annual procurement plans, Procurement progress reports, bidding documents, advertising, participating in the prequalification of bidders and long/short lists;
• Issuance of RFPs, pre-qualification documents and bidding documents;
• Conducting pre-bid meeting, receipt of bid, arranging and leading bid opening, participating in proposal/bid evaluation and negotiations;
• Preparation of contracts, signing of contracts, contracts management monitoring.
QUALIFICATIONS AND EXPERIENCE REQUIRED
The Procurement and Contracts Management Specialist should have the following qualifications and competences:
• Have a degree in Engineering, Law, Commerce, Accounting, Finance, Project Management, Administration, Procurement, Supply chain Management or similar field.
• A Master´s degree in any of the above mentioned fields
• A diploma in Public Procurement would constitute an added advantage;
• A strong experience of at least 7 years in Public Procurements with at least 3 years in handling of projects financed under the World Bank or any other similar International Financial Institution, or at least five years of working experience in executing procurement functions as Procurement Expert/Specialist in the Donor funded Programs/projects; such as World Bank or AfDB funded projects with a demonstrated strong track record;
• Proficiency in application of RPPA Law and IDA guidelines and familiar with differences between the two.
• Computer skills in appropriate software programs (Word, Excel, Power Point, Access etc.);
• Good oral and written communication skills. Should be fluent in English or French. Having a good working knowledge of the other language will be an added advantage.
• Proven integrity in handling public resources and in executing duties.
DURATION OF THE ASSIGNMENT
The duration of the assignment will be Two (2) years with possibility for renewal subject to satisfactory performance. The assignment is full time.
SELECTION METHOD
The Procurement and Contracts Management Specialist shall be selected using the Individual Consultant Selection method as per the World Bank Guidelines (January 2011).
