Reporting
to the Technical Director, the Director, Strategic Information and Evaluation
is charged with providing leadership and direction to and management of the
EGPAF Malawi country program’s strategic information and evaluation unit to
help the country program better understand the overall state of the HIV/AIDS
epidemic in the country, progress made in achieving program goals, as well as
ways in which to improv

e the efficiency and effectiveness of the program’s
interventions. The SI&E Director oversees all data collection, analysis,
and utilization activities within the program. Additionally, he/she will lead
all data quality and service delivery quality improvement initiatives and
manage enhanced monitoring, evaluation, and research activities.

Duties
and responsibilities include:
Technical
responsibilities
  • Leads
    the development and implementation an overall integrated M&E plan for
    EGPAF Malawi program.
  • Ensures
    that EGPAF’s minimum standards in SI&E are met or exceeded each year.
  • Coordinates
    all donor specific reporting requirements for all projects.
  • Oversees
    the quality improvement strategy and implementation and work with other
    program team members to implement recommendations.
  • Develops
    log frames for programs and/ or projects as required.
  • Builds
    linkages between data reviews, use, and performance improvement.
  • Oversees
    collection, validation, and storage of data on progress toward targets, in
    accordance with guidance provided by the donors and the Ministry of
    Health.
  • Leads
    EGPAF’s program evaluations in country and dissemination of the promising
    practices /lessons leant.
  • Supports
    the conduction of research, including designing and implementation of
    operations research studies.
  • Works
    closely with other team leads to develop and implement evaluation
    priorities.
  • Works
    with technical unit to identify and evaluate interventions to address key
    programmatic challenges using strong scientific methodology to inform the
    program, MOH, and the broader HIV field.
  • Develops
    system for meaningful target setting and tracking of results achieved
    across a group of key indicators.
  • Participates
    in country SI&E technical working groups and other interagency groups.
  • Contributes
    to the documentation of program successes including the development of
    abstracts and manuscripts.
  • Contributes
    to capacity building of EGPAF staff and fellows, partners, and MOH
    personnel in the SI&E through trainings, mentoring, and sharing/review
    of relevant scientific literature.
Management
responsibilities
  • Oversees
    a team of six or more individuals, including an M&E manager, a QI
    officer, a program evaluation’s Officer and M&E officers.
  • Provides
    overall strategic leadership and vision for M&E team and sets annual
    team priorities.
  • Oversee
    the development and implementation of unit’s work plan.
  • Develop
    professional networks within and beyond Malawi in the SI&E field.
  • Works
    collaboratively across teams in the organization to promote data usage and
    overall evidence based program management.
  • Is
    a key member of the program’s Senior Management team
Required
Qualifications:
  • Advanced
    degree (Master’s degree or above)in Epidemiology, Biostatistics, Public
    Health, Program Evaluation or health related discipline
  • Proven
    experience in health evaluation and/or research in developing countries,
    including protocol writing, survey design, data collection, and data
    analysis. Scientific publication elaboration is an added advantage.
Experience
and Skills:
  • Minimum
    ten (10) years’ experience working in the design and implementation of
    strategic information and evaluation activities in HIV or a related area.
  • Demonstrated
    strong written and verbal communication skills and strong team/capacity
    building experience.
  • Proven
    self-starter and ability to work with limited supervision.
  • Possesses
    determination to accomplish tasks on time with high degree of quality.
  • Skilled
    in both qualitative and quantitative data collection and analysis methods.
  • Experience
    working with United States Government (USG) donors, preferably PEPFAR
    programs.
