Objective
of the Programme

The
Urban Market Development programme, Dar es Salaam is aimed at increasing
economic opportunities for poor Tanzanians in Dar es Salaam and specifically
youth and women. The programme will work across a range of value chains,
including, but not limited to pre-primary education, construction, solid waste
management, water and sanitation, ICT and tourism. The programme will be
implemented over six years (2016-2022) with the first year to include the
business case development and a 6 month inception phase. In that reg
ard, DAI is
currently recruiting for a number of different positions, including but not
limited to some of the following:

Deputy
Team Leader

An
experienced market systems development expert who has proven experience in
programme implementation. Responsible for leading the market analysts and
intervention specialists and supporting the development of the overall
programme strategy. Also responsible for providing day to day support to the
Team Leader both strategically and operationally, covering duties as required.

Market
Systems Analysts / Intervention specialists

Responsible
for conducting preliminary market analyses and supporting with sector selection
activities during the business case development and inception phase as well as
supporting the overall design of the intervention portfolio. Once the market
strategies have been developed the intervention managers will be responsible
for the effective implementation and monitoring of the intervention portfolio.
Experience in working with women and youth in urban market development
interventions is desirable.

Finance
and Operations

Responsible
for the day to day management of all finance and operations relating to the
programme activities. This includes supporting the office set up and design and
implementation of full finance, accounting, human resources and procurement
manuals. They will also be responsible for all procurement for the programme
and managing the processing of all expenditures under the Programme. Excellent
financial management will be required to support the preparation of monthly
management accounts and compiling detailed financial reports for donors.
Experience managing large budgets is important and the ability to take
responsibility for the allocation of project funds among various programme
activities under supervision of the Country Director.

Monitoring
and Communications Manager

The
monitoring and communications manager will develop and drive a sound project
performance monitoring and results measurement plan including strong
performance management indicators. They will ensure baseline data collection is
conducted at the start of the programme and that ongoing monitoring of all
interventions takes place to guide programme direction. They will be
responsible for creating a monitoring and communications strategy which ensures
that lessons learned are incorporated into activities to achieve greater
impact. As part of their role they will also be required to produce monitoring
and evaluation reports, biannual summaries of lessons learned from all aspects
of the programme to package and disseminate publically, and biannual
recommendations for programme improvements and adaptations. A working knowledge
of the DCED standards is required and experience on working on market systems
development programmes is essential.

Capacity
building experts

Working
with the private sector and local CSOs / NGOs to strengthen and support their
service provision through training and capacity building. This is likely to be
in the areas of Business Development services, skills development, mentoring,
education and employment.
