1. Background
The
Language, Literacy and learning Initiative (L3) is a USAID-funded 5 year
project implemented by the Education Development Center (EDC) in collaboration

INEDUC). One of the major goals of L3 is to
improve Literacy and Numeracy skills in P1 to P4. Organizations submitting
quotations in response to this Request for Applications (RFA) have no
relationship with USAID or MINEDUC under the terms of this RFA or any resultant
contract. All communications regarding this RFA must be directed to EDC.
2. Purpose and Eligibility
The
purpose of this Request for Application (RFA) is to invite qualified
organizations to design and implement a minimum of two special needs resource
centers (forthwith, also referred to as Centers) In districts In Rwanda. The
official name and locations of the Centers will be determined in consultation
with. MINEDUC to ensure they are Incorporated into Rwanda’s overall special
needs education policy.
