Summary: Under
the supervision of the Economics and Governance section and Team Leader, and in
collaboration with the other agents of the section and Delegation, the agent
will contribute to the conception, elaboration and implementation of
development cooperation strategies and programmes related to Civil Society,
Decentralisation and Research.

- Contribute
to sector analysis and to the definition of a sector strategy e.g.
National Indicative Programme, Civil Society Roadmap, Decentralisation
strategy, etc. - Support
policy dialogue with all relevant ministries, agencies, donors and other
relevant stakeholders. The jobholder should specifically contribute to
dialogue on Civil Society, Decentralisation and Research - S/he
could be called to cover the regional dimensions (Eastern and Central
Africa including the Great Lakes) in the areas of responsibility. - Contribute
to the in-country strategy for the thematic instruments CSO-LA/EIDHR. - Observe,
monitor and report regularly and in timely fashion (including early
warnings on potential disputes) to Headquarters on sectoral issues, as
well as in response to any specific requests. - Assist
in launching, managing and monitoring calls for proposals, tenders,
evaluation and selection of projects under both the geographic and
thematic instruments in the areas of responsibility (related mainly to EDF
and CSO/LA and EIDHR). - Jobholder
will have responsibility for thematic budget lines and organise
consultations with the CSOs and relevant stakeholders. Jobholder will also
be involved in evaluation of central Calls for proposals. - Ensure
the follow-up of the implementation of projects. Specifically be involved
in the implementation of the National Indicative Programme and in charge
of the complementarity between the geographical and thematic instruments. - Ensure
effective operational coordination with member States. - Participate
in donor assistance group meetings specifically in the sectors of Civil
Society, Decentralization and Education, etc. - Produce
and disseminate the results of projects at workshops, seminars,
conferences and other public events. - The
Jobholder might be asked to do other tasks related to his/her competences
as the need arises - The
jobholder will also backstop for other colleagues when they are absent.

qualifications and experience:

level in social science, anthropology, development studies, education,
history (or equivalent, with a link to social science), minimum Master
degree (eq. BAC+3), attested by a recognised diploma. - At
least 2 years of general experience in the field of management of
cooperation projects, preferably in the relevant sector (including
internships) - Working
with CSO or/and within an international Organisation, for at least 2 years - Experience
in managingcontracts in the areas of Civil Society and/or Decentralisation
and/or Research
Advantage:
- Knowledge
of EU rules and procedures concerning calls for proposals, calls for
tenders and contracts - Experience
working on research projects and research based. - Experience
with Evaluation and quality management with the capacity to assess impact
of policies, legislation or programmes - working
experience with project management with knowledge of Project monitoring
methods and techniques - Missions,
seminars, trainings or coordinating meetings in the specific areas of
Civil Society support, Decentralization or Research
Language:
Excellent
command of English is required (C1), good knowledge of other languages is a
plus, like French, Kinyarwanda and Swahili in particular.
