CONSULTANT
TOCONDUCT A SCOPING STUDY ON WOMEN’S EMPOWERMENT
Trócaire, the Irish
Catholic Agency for World Development, has worked in Rwanda since 1994. Over
the past 21 years, Trócaire’s interventions have supported communities to deal
with the trauma of the genocide, move forward into reconciliation and rebuild
and restore livelihoods and communities. Today, Trócaire works in 11 of
30 Districts with partners supporting livelihoods, citizen participation and
rights works as well as currently responding to the Humanitarian crisis in
Burundi.
With the new
Strategic Plan 2016- 2020, Trócaire has prioritised gender equality as one of
three priority areas. The strategic plan stat
es a clear commitment to addressing
imbalances of power, through supporting the empowerment of women and men to
claim their voice and their rights.
Trócaire wants to
build a body of work and expertise on women’s empowerment both in terms of
women’s political empowerment from community to national level and women’s
personal, social and economic empowerment.
In this regards,
Trócaire Rwanda wants to conduct a scoping study in order to better understand
programming context for women’s empowerment and seeks to recruit a consultant
who will carry out this study.
Responsibilities
and Specific Tasks of the consultant
– A literature
review into trends in relation to women’s empowerment in Rwanda
-Meetings and
Interviews with key actors (Trócaire staff, partners, government Officials)
intervening in
Women’s empowerment
-Data
collection/field research (interview and focus group discussion with citizens
and local leaders).
-Data analysis and
reporting
Duration and
period of assignment
The consultant will
spend 15 days (maximum) on this assignment.
Expertise
required and qualification
-University
qualification in social sciences or a related discipline and / or
qualifications in a field related
to development,
gender issues, Governance or human rights;
-Five years’
experience in research with understanding and sensitivity to gender or women’s
empowerment issues;
-Experience in
project/ programme management
-Excellent
capacities in reporting;
-Understanding of
integration, empowerment and rights-based approaches to programming
Prospective
consultants are requested to submit both their technical and financial
proposals showing relevant and demonstrable experience in the areas named
above, understanding of the Terms of Reference, the proposed methodology, the
plan to approach the assignment, detailed CVs articulating similar work done
elsewhere and the budget required for the assignment.
