Consultancy: Develop simplified
information manual on the law No 59/2008 of 2008 on Prevention and Punishment
of Gender-Based Violence, policies and strategies related that Law.
1.  
 Background
Haguruka is a
Non-governmental Organization established on 16th July 1991 and
agreed by the Ministerial Order n°127/05 on 28th of December 1991.Haguruka has
mission to defend women and children’s rights using inter

national and national
legal frameworks and policies.

The
vision of Haguruka Contributing to the creation of society where children,
women and men’s   right is equal and respected for a sustainable
development.
Haguruka
NGO in collaboration with Trocaire, are implementing a project entitled “Holding
duty bearers to account for the implementation of the GBV policy
”.
 The specific change of this project is to enhance GBV prevention and
effective response to GBV cases through increased awareness of the GBV policy
framework among the population and local leaders, and improved capacity of
local GBV response structures to operate and improved accountability of duty
bearers.
It
is under this project that Haguruka would like to recruit a consultant to
develop a simplified information manual on laws, policies and strategies on GBV
in a user-friendly legal manuals.
2.  
 The objective of developing the manual
Developing
simplified information manual on laws and their dissemination is one of the
strategies used by Haguruka to educate the community on women’s rights in
particular and human rights in general.
3.  
  Description of tasks
The
consultant is expected to perform on the following tasks:
  • Interpret
    the provisions of the law No 59/2008 of 2008 on Prevention and Punishment
    of , policies and strategies related GBV Law using an easy language to
    Rwandan community;
  • Design
    some illustration/images that match with the information to make the
    manual more user-friendly;
  • Present
    the draft manual in validation workshop for inputs and incorporate the
    inputs from the validation in the final copy;
  • Produce
    the final information manual that will be printed by Haguruka NGO.
4.  
 Successful Consultants should portray the following:
  • The
    consultant should be Rwandan;
  • The
    consultant should have at least a bachelor’s degree in law
  • Be
    familiar with gender policy and issues
  • Evidence/proof
    of past experience in producing citizens reader friendly manuals;
  • Certificates
    of completion of similar works
  • Have
    at least 4 years of experience working with the Rwandan communityand
  • Should
    be fluent in Kinyarwanda.
5.  
 Consultant Deliverables
  • Submit
    a comprehensive methodology for the production of the simplified manuals
    and adetailed work plan with timelines
  • The
    consultant will provide to Haguruka NGO, one copy of the manual written in
    Kinyarwanda and other one in English version.
6.  
 Consultancy Timeframe
The
consultancy will be 15 days.
7.  
 Application
The
consultant/Firm is requested to submit an expression of interest letter, C.V,
academic and training certificates, proposal outlining methodology to be used
in developing the simplified manuals (technical offer), and evidence of similar
work done.  The financial and technical offers (bound separately)
should be addressed to Haguruka Executive Secretary and submitted to Haguruka’s
offices located at Kimironko, the same road to prison, KG11, AV 95 or via

The
deadline for application is 10th November, 2017 at 11H00 a.m.
local time. Bids will be opened publicly at Haguruka, on the same day, 10th
November, 2017 at 11:30 am local time.
