OVERVIEW
COFORWA (Compagnons Fontainiers du Rwanda) is a
Non-Governmental Rwandan Organization based in Muhanga and intervenes in Water,
Sanitation and Hygiene Education since 1972. The organization has a long-dating
experience in provision safe drinking water, rainwater harvesting, promoting
improved sanitation and good hygiene practices both in communities and in
public places such as schools, markets, refugee camps, etc.
In its capacity building project stipulated in the
2014-2016 Strategic Plan, COFORWA seeks to recruit a competent person for the
aforementioned position. The Executive Director will be responsible for the
overall leadership and management of COFORWA’s operational and administrative
functions. Working under the guidance of the COFORWA Board of Directors, the
Executive Director defines the institution’s strategic vision, and accountable
for its implementation and the result achieved. He/she will maintain strong
relationships with a diverse range of stakeholders that are important
collaborators in COFORWA’sefforts.
He/She must act in the best interest of COFORWA in all contexts, and is
responsible for ensuring that this prevails across the organization’s employees
and contractors.
JOB DESCRIPTION:
  • Assure that the organization has a long-range
    strategy which achieves its mission, and toward which it makes consistent
    and timely progress.
  • Provide leadership in developing program,
    organizational and financial plans with the Board of Directors and staff,
    and carry out plans and policies authorized by the board.
  • Coordination of all the day-to-day activities
    of the organization in accordance with the guidelines put forward by
  • Giving directives to govern execution of
    day-to-day activities and oversee their implementation in accordance with
    internal rules and regulations of the organization
  • Authorizing financial and logistical expenses
    of the organization
  • Representing the organization to agencies,
    organizations, and the general public in all its activities
  • Supervising the implementation of contracts
    between the organization and third parties
  • Recruiting and allocating staff in accordance
    with internal rules and regulations of the organization except those that
    belong to the “Management Committee and Project Managers”. The
    latter are appointed by the Board of Directors
  • Making sure that the Board is kept fully
    informed on the condition of the organization and all important factors
    influencing it
  • Ensure that job descriptions are developed,
    that regular performance evaluations are held, and that sound human
    resource practices are in place
  • Be responsible for developing and maintaining
    sound financial practices
  • Supervising and contributing to the
    preparation/and reviews of the strategic plan
  • Supervising and contributing to the
    preparation and reports of the annual plans and budgets
  • Supervising and contributing to the
    preparation of the projects proposals to submit to donors
  • Preside over the meeting of the organization
    general staff
  • Present to the Board of Directors quarterly
    and annual reports
  • Reporting of the meeting of the Board of
    Directors
DESIRABLE
QUALIFICATIONS
  1. Education:
Minimum
acceptable:
Bachelor’s
Degree in the following: Sociology, Management, Public Health or Education
related to social studies, Public administration, and technical sciences with
working experience in Management and/or Administration.
  1. Experience:
  • The Executive Director shall have a proven
    experience in working with international NGOs working in the WASH Sector:
    at least two years working in Water, Sanitation and Hygiene Department
    (this is strict- the Executive Director shall have to understand how work
    in international NGOs is done so that he/she can deliver up their satisfaction)
  • The Executive Director shall have a proven
    experience in management /Program management of NGO: at least 2 years.
  • The Executive Director shall have a strong
    knowledge and experience in proposals writing and fund mobilization
C.
Background:
  • The Executive Director shall be fluent both in
    English and French
  • The Executive Director must be used to
    European and American work conditions so that he can deliver to our donors
    to their satisfaction;
  • The Executive Director must be strong in
    computer manipulation.
  • The Executive Director Shall have a Driving
    License Category B

providing administrative and clerical services in order to ensure effective and
efficient operations.
JOB DESCRIPTION
  • Provide administrative support to ensure that
    municipal operations are maintained in an effective, up to date and
    accurate manner
  • Provide support to Executive Committee to
    ensure that they are provided with the required resources to make
    effective decisions
  • Provide receptionist services
  • Provide logistical services and manage the
    cash book of Muhanga office
  • Perform other related duties as required.
DESIRABLE
QUALIFICATIONS:
A.
EDUCATION:
Minimum
level acceptable:
Bachelor’s Degree or Diploma with at least 3 years
of experience in the following options: Secretarial studies, Public or Business
administration, Social sciences, Management, and Communication or any other
related sciences.
B. SKILLS
AND EXPERIENCE
  • Excellent interpersonal skills
  • Team building skills
  • Very effective organizational skills and
    attention to detail and high level of accuracy
  • Effective written, verbal and listening
    communications skills(Especially) in English and French)
  • Computer skills including the ability to
    operate spreadsheet and wordprocessing programs
  • Time and Stress management skills
  • At least 2 years working experience in NGO.
