TERMS
OF REFERENCE FOR THE STUDY CONSULTANCY SERVICESON “WHAT ARE THE FACTORS THAT
PREVENT BOYS AND GIRLS CHILDREN AND YOUTH TO PARTICIPATE IN THEIR OWN
PROTECTION”
 1.     
Background 
Children’s
Voice Today is a Non-Government child-led Organization that was set up in 2001
to provide an opportunity for children to increase their involvement in issues
that affect them and consequently bring about changes in what is generally
considered a hierarchical and traditional society.
CVT
Rwanda is currently working in 11 D

istricts namely Gatsibo and Bugesera
Districts of Eastern Province, Nyarugenge and Gasabo Districts of Kigali City,
Huye and Nyaruguru Districts of south Province, Rutsiro, Karongi ,Rusizi and
Rubavu Districts of Western Province and Musanze  Distirct of North Province.
CVT is advocating for the rights of children and fighting against child labor,
violence and exploitation with the vision of “A child friendly society where by
children are empowered to meaningfully participate in addressing issues
affecting them and their voices are heard”.

 CVT
mission is to be the voice of Rwandan children, to empower them to advocate for
their rights and fight against poverty.
In
partnership with Plan International Rwanda, Children’s Voice Today implements
the Right to
Protection and participation”
funded by Swedish International
Development Agency (SIDA) through Plan Sweden Office (SNO) from January 
2015 up to December 2017. It is in this perspective that CVT wants to conduct a
study on “what
are the factors that prevent children (boys / girls) and youth to participate
in their own protection
“.
2.     
Purpose of the baseline study 
The
purpose of thebaseline study is to provide enough information on factors that
prevent children (boys / girls) and youth to participate in their own protection”. Theinformation
provided will be used in future planning for addressing the existing
gaps.  The study will be conducted in Gatsibo and Bugesera District of
  Eastern Province,as well as in Nyaruguru District of South Province
and in the urban area of Kigali (Gasabo, Kicukiro and Nyarugenge Districts) of
Kigali City.
 3.     
Specific objectives of the study
The
objective of the study are the following:
  1. To
    provide the factors and  their levels that preventing children and
    youth both boys and girls to participate in their own protection
     among target group  (Children and youth, child and Youth led
    group,parents, teachers, local CSOs working in the domain of advocacy for
    child protection , members of the national GBV and VAC networks,
    Government ministries and agencies responsible for Child Protection and
    GBV/VAC police, child protection committees,  the National Commission
    for Children, the National Institute of Statistics of Rwanda,
  2. To
    ensure the availability of data that would inform the current situation
    for further planning.
  3. To
    establish  recommendation  addressing the gaps preventing the
    children and youth to participate  in their own protection

    Expected outcomes
The
baseline study will yield the following outcomes: 
ü 
 Factors preventing children and youth both boys and girls in their own
protection. are identified
ü 
Established  levels  of the factors preventing Children and youth
both boys and girls in their own protection .
ü 
Established data analysis for future planning.
ü 
Availed   recommendation by the concerned parties for addressing the
gaps.
 5.     
Target groups and population 
The
target respondents of this studyare, Sector and district authorities, selected
children and youth in and out of school (boys and girls). Respondents also
include parents, teachers and Civil Society organizations operating in the
study areas, members of the national GBV and VAC networks, Government
ministries and agencies responsible for Child Protection and GBV/VAC police,
the National Commission for Children , and the in charge of Child Rights
Observatory at the districts level and relevant counterparts at national level.
 6.     
Duration of the baseline survey 
The
study is expected to start in March and end April ,2016  and it will take
maximum 40 calendar days from the day the contract will be signed between
Children’s Voice Today  and the consultant Company.
7.     
Methodology
 The
consultant shall work closely with the Project Coordinator and the
Programme  manager of CVT and Plan International   on all
contractual obligations. CVT and Plan International  Staff shall be
responsible for reviewing the quality of the work and the extent to which the
report fulfils the requirements stated in the TOR . 
The
Baseline  study will  involve : 
Primary
data
:
The consultant should use qualitative approaches, such as focus group
discussions , Questionnaire and  key informant interviews, as well as
participatory exercises and approaches.
 Secondary documentation:
The consultant will be in contact any public or private institutions,
CSOs,etc… , who will share key documents and required literature, but should
also use any other official documents, national or international.
For
efficiency and consistency, the study will make as much use as possible of
reliable secondary data. The Secondary data will be collected from various
documents, not limited to:
–         
Relevant policies, guidelines, strategies and other documentations on child
rights in general and specifically on right to Protection, CSOs and UN Agencies
–         
Programs documents
–         
Related Studies, baseline surveys, research from  other reliable sources 
Qualitative
data
:
the qualitative part has to be the most significant part of the study and will
allow verifying the perceptions, and experiences of boys and girls, men and
women, and key duty-bearers on protection . The consultant should use
qualitative approaches, such as focus group discussions and key informant
interviews, as well as participatory exercises and approaches. 
Quantitative
data
:
for some of the indicators of the project expressed in terms of
percentage/proportion (quantitative indicators), it will be necessary to
conduct a study which explores knowledge, attitudes and practices on child
protection .
 Triangulation
of information gathered during the quantitative and qualitative research is
crucial in this study, with reflection on how the findings relate to the
secondary documentation.

above indicators are not exhaustive; additional relevant indicators are welcome
The
consultant(s) is/are expected to lead and coordinate this exercise in close
collaboration with CVT and Plan staff and other Child Rights stakeholders
and/or Child Right Coalition individual members. The consultant(s) is/are
expected to adopt a holistic approach in conducting the baseline survey. Thus,
the consultant(s) is/are expected to use participatory survey techniques
adapted also to children and youth In order to gather both quantitative and
qualitative data, primary and secondary data, and information that would
adequately respond to the survey objectives mentioned above.  The
consultant(s) must provide findings to Children’s Voice Today, Plan Rwanda and
key stakeholders for validation.
The
baseline survey will be carried out by a recognised and experienced Consultant
Company that will propose the detailed methodology and tools to be used for
data collection and analysis, etc. and present it to Children ‘s voice today
and  Plan International Rwanda for its approval in advance.
The
consultant should, after consulting relevant documentation on the study, study
methodologies, propose assumptions for the calculation of a sample as well as
its disaggregation into the smallest sampling frame(s) in a way which reflects
representativeness. Sampling will be objective and statistically valid and,
provided this requirement is met, data will be collected from target people in
areas of Bugesera, Gatsibo, Nyaruguru and urban areas of Kigali.
 8.     
Management and Supervision of the assignment 
The
consultant shall work closely with the Project Coordinator and the Programme
 manager of CVT and plan  on all contractual obligations. CVT and
Plan International  Staff shall be responsible for reviewing the quality
of the work and the extent to which the report fulfils the requirements stated
in the TOR before the approval by the CVT Programmer Manager  and the last
 payment.  In case the work/report does not fulfil the requirements
stated in the TOR, CVT has the right to adjust the Payment accordingly. 
9.
Key deliverables
The
Study  report must conform to quality standards, and this will be assessed
by CVT and Plan International team  and approved by the CVT Program
Manager. Once the consultant has been contractually engaged, the study process
will be carried out through the following phases: 
  1. Inception
    report

    of maximum 12 pages to be produced after 10 working days from the start of
    the consultancy. In the report the consultant shall describe the first
    findings of the survey, the foreseen degree of difficulties in collecting
    data, other encountered and/or foreseen difficulties in addition to his
    programme of work and staff mobilization. The report should also include a
    detailed action plan and budget including personnel and geographical areas
    to be covered.
  2. Draft
    final report
    (of maximum 45 pages written in English)
    using the structure set out below. Besides meeting the study objectives,
    the draftof  final report should also synthesize all findings and
    conclusions into an overall survey of the target group.  The report
    should be presented within fifteen working days from the conclusion of the
    data collection for validation before production of the final report.
  3.  Final
    report

    (hard copies and an electronic copy in English) with the same
    specifications as mentioned in B
    above, incorporating any comments received from Children’s Voice Today,
    PlanInternational Rwanda and other key stakeholders on the draft report,
    to be presented within ten working  days of the receipt of these
    comments. The text of the report should be illustrated, as appropriate,
    with graphs and or tables

 The
final report will contain the following elements:
  1. Executive
    summary of findings, conclusions and recommendations
  2. Introduction
  3. Methodology
  4. Findings
    and Discussions (in particular, for each key aspects raised under section
    3 above
  5. Lessons
    learnt and Recommendations
  6. Baseline
    survey limitations
  7. Annexes,
    including list of anagrams, terms of reference, methodologies and
    instruments, questionnaire, list of persons interviewed, relevant
    documentation and organizations consulted.
The
relevant document used in this baseline study should be submitted immediately
 to Children’s Voice Today   after the final report.
11.
Intended users of the study
This
study intends to: 
ü 
Provide summarized, accessibleinformation onthe factors that prevent
children/youth to participate in their own protection and at what levels  in
Bugesera, Gatsibo and Nyaruguru Districts;
ü 
Provide recommendation by the concerned parties for addressing the gaps. 
12.
Ethical and Child protection requirements
In
addition the consultant will work closer with Rwanda National Ethics committee
, the Study  process will take into account ethical and child protection
requirements. 
13.
Required expertise for the service provider/consultant
Interested
bidders are required to clearly indicate the person who will be leading this
baseline survey, hereby known as the Lead Consultant and also detail the
specific tasks of the other members that they so wish to involve in this
baseline. The lead Consultant will have the following key competencies:
ü 
Ao or Master’s degree in social sciences, Development studies, Sociology,
political sciences, law or other related field from a recognized university;
ü 
Technical study skills including demonstrated knowledge and experience in
undertaking study ;
ü 
Understanding and mastery of Child  protection and participation; 
ü 
Familiarity with children issues in Rwanda and familiar with the work of CSOs
ü 
Superior data tabulation and analysis skills (using MS Access; SPSS ,strata,
etc)
ü 
Excellent report writing and data interpretation
ü 
At least five years of experience in related field of studies
ü 
Fluent in English, ideally with some level of Kinyarwanda
ü 
Experience in working with  child right CSOs is an added value
