Org. Setting and Reporting

International Criminal Tribunal for Rwanda (ICTR), Registry, Division of Administrative Support Services. The incumbent will be under the direct supervision of the Chief, Division of Administrative Support Services.

Responsibilities
Within delegated authority, the Chief ITSS will be responsible for the following duties:
1. Formulate, implement and co-ordinate ICT strategies and policies for UNICTR;
2. Establish performance standards for ICT equipment and services and recommend corrective operational measures to improve quality and performance;
3. Plan, install, operate & maintain the telecoms and IT equipt & systems for ICTR offices in Kigali and Arusha. These include Satellite Earth Stations, two-way fixed & Mobile Radio Systems, Video Conferencing & Broadcasting Systems, Video and Audio Recording Systems, Private Automatic Branch Exchanges, Microwave Links, Rural Telephone Links, Local Area Networks, Wide Area Networks, Business Continuity & Disaster Recovery Systems etc;
4. Manage the maintenance & repair of communications and IT systems, networks and equipment;
5. Prepare requests for Proposal & Technical Specifications;
6. Perform technical evaluation of bids and proposals;
7. Provide emergency communications capabilities in support of staff security;
8. Coordinate training activities in all aspects of ICT usage;
9. Train staff members and users in various communications and IT systems used in the Tribunal;
10. Ensure effective coordination with various UN agencies in order to maximise possibilities of inter-agency collaboration in the field of Telecoms & IT;
11. Supervise staff and provide professional leadership and work direction to the ITSS team;
12. Implement guidelines and directives pertaining to telecommunications and IT support; 13. Prepare cost estimates, including for equipment, staffing, spare parts, supplies and operating costs;
14. Manage and exercise the available budget upon its approval and
15. Perform other related duties as required.

Education
Advanced university degree (Master’s degree or equivalent) in Telecommunications, Information Technology or related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of seven years of progressively responsible experience in Telecommunications, Information Technology or related field.

Languages
English and French are the working Languages of the International Criminal Tribunal for Rwanda (ICTR). For the post advertised, fluency in spoken and written English is required. A working knowledge of French is an added advantage.

Assessment Method
Candidates will be evaluated based on the eligibility criteria, technical test and competency-based interview.
