Chief HIV/AIDS Officer Job Vacancy in Dar Es Salaam, Tanzania

Purpose:
Under the guidance of the Deputy Representative,
the post is responsible for coordinating all UNICEF Country Office actions on
Children and AIDS. The Chief of HIV and AIDS is accountable for development,
design, planning, implementation and management of the Children and AIDS
programme interventions within the UNICEF country programme as well as in UNDAP
HIV Working Group. As head of section, the incumbent will direct, lead and
manage HIV specialists and other programme staff to develop, manage and
administer the sectoral or inter-sectoral HIV Prevention interventions linking
with Health and Nutrition, Education, Child Protection, Communication, and
Social Policy Analysis sections.
Qualifications:
Advanced university degree in public health, social
science or related technical field* Ten years relevant work experience in at
national and international levels in programme planning, management,
monitoring, and evaluation, in a related field is required. Work experience in
HIV programme management is required. Fluency in English required. *A first
level university degree with a relevant combination of academic qualifications
and experience may be accepted in lieu of the advanced university degree.
Key Expected Results:
  1. Provides effective leadership, high level
    advocacy, technical guidance and supervision to planning and
    implementation of HIV interventions related to UNICEF key MTSP priorities,
    and accountable for management and delivery of results on PMTCT and
    Paediatric AIDS; HIV prevention among young people; support to orphans and
    most vulnerable children; and C4D targeting HIV risk behaviour reduction.
    Supports the timely completion of the Situational Analysis and its
    periodic update through accurate and complete monitoring and analysis and
    the timely preparation or finalization of sectoral inputs.
  2. Participates in the formulation, development
    and monitoring the implementation of programme goals, strategies and
    approaches relating to HIV programme, and compiles various AWPs,
    consolidated annual plans that comply with and directly address UNICEF,
    inter-agency and national priorities in UNDAP HIV sector plan, National
    Multi-Sectoral Strategic Plan (NMSF), and Zanzibar National Strategic Plan
    (ZNSP)
  3. Facilitates collaboration, promotes joint
    action with key implementing partners, coordinates the exchange of
    information/ideas, strategies and partnership internally, between UNICEF
    programme sections and externally, between UNICEF and key stakeholders, to
    drive mulit-sectoral and expanded HIV and AIDS response
  4. Strengthens national HIV response through
    established national dialogue structures, DPG AIDS and Joint Thematic
    Working Group on AIDS (JTWG) and provides effective leadership in impact
    mitigation technical working committee
  5. Liaises with major donors of HIV interventions
    in Tanzania, PEPFAR and Global Fund, to ensure effective mobilization of
    resources, planning and implementation
  6. Provides guidance and support to professional
    staff in meeting HIV related programme objectives and targets; undertakes
    field visits, and assessment/surveys in order to monitor and evaluate the
    project implementation; identifies problems and proposes remedial action;
    identifies alternative courses of action, to accelerated/improve programme
    delivery; and, ensures the accurate and timely completion of status
    reports for monitoring and evaluation
  7. Ensures effective UNICEF TCO HIV response
    through coordination with different programme sections and Zanzibar
    office. In coordination and collaboration with government and other
    partners, participates in HIV sectoral reviews and evaluations to provide
    inputs on the technical, institutional and financial feasibility and
    constraints of national HIV programme
  8. Participates in the preparation of all
    programme reports for management, board, donors, budget reviews, programme
    analysis, and annual reports as required. This will include but not be
    limited to the common country programme document, UNDAP working group
    reports, CPAP, AWPs and country programme summary sheets.
