Summary
Soma
Umenye
 will
work to improve reading outcomes in Kinyarwanda for at least 1 million children
in public and government-aided schools in Rwanda by the end of Grade 3.
Specifically, Soma Umenye will target all children in Grades
1-3 attending public and government-aided schools nationwide and ensure that at
least 70 percent of students are able to read grade-lev

el text with fluency and
comprehension by the end of Grade 3.

Principal
Duties and Responsibilities
  • Manage
    project and field accounting systems and internal day-to-day financial
    operations, general project policies, and updates to procedure manuals.
  • Ensure
    full financial and contractual compliance of Soma Umenye activities with
    USAID regulations.
  • Establish
    internal control systems, accounting and financial reporting protocols for
    local subcontractors and grantees, and compliance oversight policies and
    procedures.
  • Approve
    expenditures and ensure that all transactions adhere to USAID cost regulations
  • Manage
    project bank accounts and monitor bank balances.
  • Manage
    and supervise monitoring and tracking systems for budget, contracts, and
    inventory.
  • Oversee
    accounting, disbursement, and budgetary matters, and financial team.
  • Train
    and familiarize staff with USAID regulations and Chemonics’ policies.
  • Ensure
    procurement compliance with USAID and Chemonics financial regulations and
    grants management policies.
  • Develop
    and implement internal control and audit plans for the Soma Umenye office.
  • Supervise
    the evaluation and audit process of subcontractors.
  • Assure
    timely financial reporting to USAID.
Job
Qualifications
  • Masters
    of Business Administration, Masters of Public Administration, Masters in
    Accounting and/or Financial Management, or similar Master’s-level degree
    required.
  • Minimum
    5 years’ experience in financial management of USAID or similar
    donor-funded development activities with increasing levels of
    responsibility required.
  • Demonstrated
    financial management experience in donor-funded development projects
    required.
  • Supervisory
    experience of finance teams required.
  • Membership
    in professional body, such as Certified Public Accountants, preferred
  • Experience
    working in Africa preferred.
  • Demonstrated
    exemplary diplomatic, communication, and interpersonal skills.
  • Written
    and spoken proficiency in English.
  • Passing
    score (75% or higher) on Chemonics Finance Test
Level
of Effort and Location of Assignment
This
is a long term position and the location of assignment is Kigali, Rwanda with
intermittent travel throughout the country.
Supervision
The
Senior Finance Specialist will report directly to the Director of Operations,
or his/her designee.
