1. Data
Entry Clerk
Entry Clerk
The
data entry clerk will assist in the entry of baseline data that will be used to
assess the outcomes and impacts of the LAND Project. Data will be collected
from approximately 360 individuals residing in four districts of Rwanda. The
data clerk will work for a period of 5 days under a short-term consulting
contract. The work will be carried out at the LAND Project Offices under the
supervision of the Monitoring and Evaluation Advisor.

of survey data from questionnaires into computerized database. - Review
of data entered to ensure work is free of errors. - Meet
with Monitoring and Evaluation Advisor on a daily basis to review work - Generate
occasional reports from data entered.
Qualifications:
- Experience
in entry of data gathered through questionnaires/surveys, with a minimum
of 6 months of cumulative experience. - I
high degree of proficiency in Microsoft Excel and Access software,
including knowledge of how to generate data reports. - Highly
focused and able to enter data at a rate of at least 60 survey responses
per hour. - Strong
commitment to producing excellent quality, with superior attention to
detail and a low tolerance for making errors. - Proven
ability to engage cordially and respectfully with fellow colleagues;
excellent interpersonal skills. - Highly
motivated and energetic; willing to work beyond 8 hours per day if
necessary to complete the day´s work quota. - Collegiality
and team spirit.

enumerator will assist in the collection of baseline data that will be used to
assess the outcomes and impacts of the LAND Project. Data will be collected
from approximately 360 individuals residing in four districts of Rwanda. The
enumerator will work for a period of 4-5 weeks under a short-term consulting
contract that consists of a 6 day work week. The majority of the work will be
carried out in rural areas and it is expected that the enumerator will lodge in
these areas during the period of assignment. The enumerator will report to the

questionnaires to household members in 4 districts of Rwanda as part of an
effort to collect baseline data that will be used to assess outcomes of
the LAND Project. - Conduct
a minimum of 8 interviews per day according to survey procedures. - Review
questionnaires to ensure completeness before concluding interviews. - Meet
with field supervisor at end of each work day to review completed work and
plan for the following day.
Qualifications:
- Bachelor´s
degree, preferably in a social science field. - Experience
in administration of questionnaires/surveys, with a minimum of 6 months of
cumulative experience. - Strong
commitment to producing excellent quality, with superior attention to
detail and a low tolerance for making errors. - Proven
ability to engage cordially and respectfully with rural residents and with
fellow colleagues; excellent interpersonal skills. - Highly
motivated, energetic and fit; willing and able to spend up to 5 weeks
doing fieldwork in rural areas, with Sundays as a rest day. - Collegiality

3. Bookkeeper
The
Bookkeeper is responsible for assisting the Accountant in all aspects of
project accounting. In addition, he/she is responsible for collecting and
recording all information that will facilitate information exchange and
dissemination to Chemonics´ home office. This position is based in Kigali

- Assist
Accountant in financial management of LAND Project, ensuring strict
adherence to Chemonics policies and procedures and USAID rules and
regulations. - Provide
administrative support for a well-functioning accounting team in
maintaining Accounting files (receipts, disbursements and non-payments
documents) in accordance with Chemonics filing standards. - Assist
in facilitation of accounting cycle to include preparation of appropriate
supporting documentation of journal entries, payment requests, and bank
reconciliations. - Under
oversight of the Accountant, ensure that incurred costs are allowable,
allocable and reasonable in accordance with USAID cost principles and
Chemonics policies and procedures. - Process
accounting supporting documents and transactions to ensure accuracy,
completeness, and compliance with Chemonics policies and procedures and
USAID regulations. - Assist
the Accountant in making transactions entries in (ABACUS) system. - Assist
in the Accountant in bank operations processing - Facilitate
proper authorization and approval and timely processing of payment/
reimbursement requests for employees/suppliers/vendors. - Perform
internal audits of fixed assets and petty cash and review and review
reconciliation of petty cash and fund report at time of replenishment. - Prepare
submission of all tax withholdings (payroll income tax, Social Security
contributions) and corresponding reports (VAT reports) to relevant
parties. - Facilitate
the gathering of the payroll supporting documents prior to payroll
preparation. - Maintain
financial files, contracting and payroll files of local employees, monthly
financial reports, quarterly reports, invoices and ad hoc reports - Perform
other duties as required or assigned.
Job
qualifications:

- A
university degree and/or a certification in Accounting or Financial
Management. - At
least 3 years´ experience in a bookkeeping position. Previous experience
on a USAID-funded project is preferred. - Excellent
working capabilities with MS Excel, Word and other accounting software
packages. - Knowledge
of payroll and tax issues in Rwanda. - Good
interpersonal skills, honesty, and commitment to excellence. - Ability
to establish and maintain effective, sustainable relationships with
project staff; bank and tax officials, general development and business
community. - Ability
to communicate and write effectively in Kinyarwanda, English and
French.
