Background
Under
the leadership and supervision of the UN Resident Coordinator and in close
consultation with the UNCT, the Change Management Adviser will be focal point
and technical advisor on change management in all pillars of DaO: One
Programme, One Leader + One Voice, One Budgetary Framework, One Office.
Duties
and Responsibilities
Summary
of Key Functions:
  • Change
    management implementation process within the One UN in Rwanda.
  • Business
    process harmonization and synergies.
  • Transaction
    costs reduction and realization of savings on goods and services.
  • Support
    assessment change: working with PPOC (Program Planning and Oversight
    Committee) and OMT (Operations Management Team) to continue undertaking
    the inventory and stock taking of all products and services that will
    potentially generate interest in setting up reduction of transaction costs
    strategies.
  • Support
    planning change: Working with the UNCT, PPOC and OMT to set the agenda and
    pace of the change process in Rwanda, to provide effective UN support to
    the implementation of the UNDAP.
  • Support
    managing change: Liaising with and supporting the participating Agencies
    to ensure that the change process is inclusive, clearly mapped out,
    effective and run efficiently as a project with concrete deliverables,
    clear milestones and broadly accepted indicators and targets.
Hardwiring
Change: Blue-printing new processes and systems
  • Determine
    key barriers to change requiring exceptions from agencies HQ
  • Surface
    needs for technical advisory missions (e.g., on programming, procurement,
    HR etc.)
  • Orchestrate
    missions & HQ outreach, ensure recommendations are actionable
  • Facilitate
    inter-agency task teams to create new modalities, systems, and redesign
    processes
Manage
for Results: Ensure change is managed as a coherent project
  • Design
    roadmaps in each change area (One Programme, One Leader + One Voice, One
    Budgetary Framework/One Fund, One Office) to deliver results
  • Create
    and manage to an overall Change Project Plan
  • Champion
    the coordination and implementation of all common services with a high
    value added with the objective to reduce transaction costs
  • Design
    indicators for change, targets and monitoring in collaboration with key
    stakeholders
  • Baseline
    indicators with key constituencies
  • Report
    progress and issues requiring attention to UNCT
  • Prepare
    periodic reports for Government, donors and UNDG
Sustain
Change: Assess and lock in required capacity and knowledge
  • Understand
    emerging needs new and ensure synergies resulting for Delivering as One
  • Assess
    capacity and capability currently available to the Rwanda UNCT
  • Determine
    options and choices to close any gaps identified
Communication:
  • In
    close coordination with the UN Communication Group, ensure all internal
    and external stakeholders are heard and messaged through the
    implementation of the Change Management within the One UN

Required
Skills and Experience
Education:
  • Masters
    Degree or equivalent in Business Administration Public Administration,
    Finance, Economics or related field.
Experience:
  • At
    least 7 years of relevant work experience at the managerial level
  • Proven
    track record in Change Management in the private and public sectors,
    preferably from a internal or external consulting role
  • Demonstrated
    ability to lead transformational change projects
  • Experience
    with qualitative and quantitative analytical approaches to plan, manage
    and assess change
  • Ability
    to translate strategic thinking and innovative ideas into practical
    operational recommendations
  • History
    of successful project planning and project management
  • Familiarity
    with process mapping and reengineering approaches
  • Good
    knowledge of the One UN and latest development and deliberations in
    relation to UN reform in general and Delivering as One in particular
  • Experience
    in working in/with developing countries and in a cross-cultural setting
  • Solid
    analytical and presentation skills
  • Excellent
    interpersonal, communication and negotiating skills
  • Experience
    of accrual accounting, IPSAS or IFRS is highly desirable.
Language
Requirements:
  • Fluency
    in English and Working knowledge of French.
