Background

Founded
in 2002 by President William J. Clinton, the Clinton Health Access Initiative
(CHAI) is a global health organization committed to strengthening integrated
health systems around the world and expanding access to care and treatment for
HIV/AIDS, malaria and other diseases. Based on the premise that business
oriented strategies can facilitate solutions to global health challenges, CHAI
acts as a catalyst to mobilize new resources and optimize the impact of these
resources to save lives, via improved organization of commodity markets and
more effective management. By working in association with governments and other
NGO partners, CHAI is focused on large scale impact and, to date, CHAI has
secured lower pricing agreements for treatment options in more than 70
countries. In addition, CHAI’s teams are working side-by-side with over 30
governments to tackle many of the largest barriers to effective treatment and
care.
It
is in line with the above that CHAI is currently implementing a nutrition
program in partnership with the Government of Rwanda and private sector
stakeholders with the aim of contributing to the fight against malnutrition in
Rwanda. This program aims at developing fortified blended foods (FBF) designed
for pregnant and nursing women and children from 6 to 24 months.
Summary
of the position:
CHAI
is seeking foran FBF Distribution Officer to support the implementation phase
of its Nutrition work in Rwanda. The incumbent will work under the leadership
of CHAI and MPPD to coordinate the distribution and transport of FBF from the
FBF factory down to beneficiaries at Health Centers across the country.
This
work will necessitate smooth and effective FBF delivery up country through
proper communication and coordination of various activities and teams along the
supply chain process.
The
position requires a highly motivated individual with outstanding coordination
and problem solving skills. The officer is required to work with a
multi-stakeholdersupply chain team, theFBF producer,logistics service providers
and health facilities countrywide.The Officer must also have excellent
relationship building, communication and negotiation skills and as well as a
high degree of self-confidence. She/he must be able to function independently
and have a strong commitment to excellence with a keen eye for details. She/he
should also exhibit a number of important personal qualities: responsibility,
energy, strong professional ethic and highest level of integrity.
Responsibilities
  • Organize
    work and design a monthly FBF distribution schedule to ensure and
    effective FBF distribution,avoiding stock-outs, wastage and other
    distribution challenges
  • Supports
    the FBF Supply Chain Coordinator in organizing regular review of FBF
    distribution routes and contribute to identify suggestions optimize them.
  • Coordinate
    operations such as loading, dispatch of trucks and unload at the
    distribution points and to ensure safety of personnel involved in supply chain
  • Based
    on planned schedules, organize vehicle call-offs to ensure timely loading
    and dispatch from the factory
  • Conduct
    close follow up with drivers to insure driving distance per route is
    aligned to mileage planned for each vehicle/route
  • Handle
    incidents and problem-solve in case of accessibility issues and ensure
    timely reporting MPPD
  • Support
    in the identification and implementation of continuous improvement process
    of the FBF distribution
  • Keep
    record of truck/driver’s details and provide such information to health
    centers before departure time from the factory
  • Perform
    regular vehicle checks to ensure perfect working condition and compliance
    to agreed standards and processes
  • Provide
    daily reports to MPPD on the progress of distribution activities and specific
    tasks assigned, problems encountered, the quality of relations with
    distribution points (Health centers)
  • Keep
    records of all distribution related data and produce reports
  • Perform
    other tasks as requested by the FBF management
Qualifications
  • Bachelor’s
    degree in Logistics, Supply chain management, management or similar and
    relevant discipline from recognized university
  • A
    minimum of 5 years of relevant experience
  • Sound
    knowledge and experience in transport and distribution planning
  • Knowledge
    in inventory management and product handling
  • The
    ideal candidate must understand geographical relief and road network
    across the country 
  • The
    candidate must be able to coordinate and communicate with multiple
    players, including drivers, MPPD leadership, staff members at distribution
    points and at the FBF factory level.
  • Strong
    interpersonal, written and verbal communication skills, and an ability to
    build professional relationships with key stakeholders
  • Ability
    to react quickly to ad-hoc requests while managing an existing workload
  • Excellent
    problem solving, analytical and quantitative skills
  • Detail-oriented
    with strong organization and time-management skills
  • Excellent
    written and verbal communication skills
  • High
    level of proficiency in Microsoft Office, particularly Excel, PowerPoint
    and Word
