CAMRIS International M&E Specialists, Monitoring & Evaluation Project Job Vacancy in Rwanda

Job Description: 
CAMRIS is currently accepting CVs for an
anticipated USAID funded Monitoring and Evaluation Project.  The project
will support the USAID/Rwanda Mission and partners in designing and
implementing monitoring and evaluation activities and managing and
communicating activity results.  Areas of focus may include the quality of
project monitoring; enhancement of performance management and data
management/reporting systems; completion of multi-faceted evaluations;

dissemination
of evaluation results; and the provision of monitoring and evaluation (M&E)
capacity building within the mission as well as local and regional development
institutions, universities and non-governmental organizations (NGO). 
Areas of particular expertise include Health and Economic Growth.

Primary Duties
  • Lead the review of project level M&E plans
  • Oversee and participate in evaluations and
    assessments
  • Manage the design, quality, development and
    completion of all assessments, analytical reports, and evaluations.
  • Support such technical work as reviewing
    reporting methods and policies
  • Provide M&E training
  • Design reporting tools and performance
    management plans;
  • Advise Development Objective teams on their
    M&E work. 
Desired Qualifications: 
  • An advanced university degree in international
    relations, economics, statistics, political science, public policy, or
    other relevant field.
  • At least 5-10 years of experience in the
    monitoring and evaluation of development projects, including indicator
    development, data collection and analysis, data quality assessments,
    and/or performance monitoring and reporting.
  • At least 2-5 years of demonstrated M&E
    experience on USAID-funded projects, preferably in Rwanda.
  • Experience in creating and managing USAID
    performance management plans.
  • Experience designing and implementing
    performance and impact evaluations of development interventions.
  • Ability to provide expert guidance to
    technical teams in developing and updating performance monitoring plans.
  • Familiarity with USAID policies related to
    evaluation and performance management highly desirable.
  • Familiarity with data management and reporting
    is highly desirable.
  • Fluency in English required, fluency in French
    also desired.
