completion of multi-faceted
evaluations; and the provision of monitoring and evaluation (M&E) capacity
building within the mission as well as local and regional development
institutions, universities and non-governmental organizations (NGO). 
Areas of particular expertise include Health and Economic Growth. The position
will be based in Kigali.

• Coordinate and assume responsibility and
  oversight for all project activities. 
• Serve as the primary liaison with USAID/Rwanda
  and the Contracting Officer. 
• Ensure quality control and the overall
  responsiveness of technical assistance provided under the contract,
  including necessary adjustments to operations to fit the requirements of
  USAID.

• An advanced university degree in international
  relations, management, economics, statistics, political science, public
  policy, or other relevant field with a strong emphasis on M&E.
• Demonstrated ability to implement detailed, organized,
  timely, accurate M&E programs.
• Demonstrated ability to assemble, quickly and
  effectively, and to manage a highly‐skilled, interdisciplinary team
• Demonstrated ability to interact with and lead
  a broad range of governmental and non‐governmental actors and institutions across
  sectors.
• Demonstrated ability to implement detailed,
  organized, timely, accurate M&E programs.

• Overseas development experience, familiarity
  with reporting systems and database development, and a thorough
  understanding of monitoring and evaluation.  
• At least ten years of experience working in
  project management in developing countries, preferably in Rwanda.
• Fluency in English required, fluency in French
  also desired.

• A proven record of excellent management,
  leadership, decision‐making,
  communication and interpersonal skills, including being an articulate
  speaker and sympathetic listener.
