Call
for Proposals for Provision of Consulting Services for Oxfam in Rwanda Project
Baseline
Background
Oxfam
was established in Rwanda in the 1960s. Oxfam has a wealth of experience in
running diverse programmes in Rwanda – from peace-building and reconciliation, to
innovative livelihoods initiatives that promote enterprise and value chain
development.

Oxfam’s
reputation and expertise in Rwanda puts it in a strong position to take forward
a strategy that contributes to its overall vision – a just Rwanda without poverty
– and to stage interventions in line with its mission – to ensure that poor
men, women and youth enjoy equal rights and benefit from fair and inclusive
development.
In
close collaboration with OI, Oxfam in Rwanda has got funding from Irish aid
aiming at creating greater women and youth economic empowerment and greater
gender equality for the 12000 direct beneficiaries from targeted districts of
Rwanda (Rulindo, Gakenke, Muhanga, Kamonyi, Nyagatare, Nyamagabe and Gicumbi);
6937 direct beneficiaries who benefited from the PG I and the rest of them will
be the identified. To achieve the programme objectives, various approaches and
tested models will be used through horticulture and soya value chains with
farmers from rural areas.
The
main purpose of the survey is to assess the current situation of women and
youth economic empowerment and gender equality for the targeted direct
beneficiaries and set up comprehensive benchmarks for identified performance
indicators per program outcomes. It will also help programme team to update
programme result framework and redefine programme targets (as stated in the
program RF) according to the baseline values for all performance indicators ,
prior to implementation of the “Rwanda market oriented livelihood programme”

 Place & Period of Performance
The
program baseline survey will be scheduled and conducted this year July to
August 2017 and will cover the following Districts (Rulindo, Gakenke, Muhanga,
Kamonyi, Nyagatare, Nyamagabe and Gicumbi) where the program will be
implemented.
II.  
 Qualification and experience
  • A
    multidisciplinary consulting firm/research institution with demonstrable
    experience in qualitative & Quantitative researches , data analysis
    and reporting with a focus on Socio Economic Impact Evaluation, strategic
    plans ‘Evaluation , Effectiveness Reviews, Operational Researches for
    different interventions and integrated Programmes (Sustainable Livelihood
    and Gender Justice)
  • The
    firm/institution must demonstrate proven experience in programme cycle Management
    in the areas of rural livelihoods and Gender Justice (especially on
    Women’s right, Women Economic Empowerment).
  • The
    principle investigator should hold at least Masters degree in Economics,
    Social Sciences, Development Studies, Rural Development, or related
    fields; PHD Degree in one of these fields is preferred;
  • The
    firm must have strong team with different expertises in OXFAM thematic
    work which focus on Women Economic Empowerment and Women’s right,).
