foreign policy objectives in Rwanda and has a vacancy for a Procurement Officer
A2. This is a 12 months fixed term contract with potential for further contract
extension at the end of the 12 months.

work as part of the Corporate Services Team and in close consultation with our
Finance Hub in Pretoria, by leading all procurement activities for goods and
services for the British High Commission Kigali, ensuring there is Value for
Money at each step.

- Manage
the tender process of various procurement/contract-related goods, services
including sourcing of suppliers, - Draft
tender Terms of Reference; preparation of tender documentation, liaison
and coordination with suppliers to clarify requirements, - Be
part of the tender committee; preparation of bid evaluation
forms/documents and seek appropriate approval wherever necessary. - Contract
management to ensure they comply with all legal requirements and FCO procedure - Prepare
electronic requisitions and purchase orders - With
support from CSM and the Accountant, manage the Post Procurement Budget

potential suppliers within the region

- To
work closely with procurement colleagues from other posts within the
region and Procurement Hub to deliver Procurement activity to a
standardised process; - Proactively
seeking opportunities to buy efficiently through common procurement routes
or approaches to market and opportunities to ensure Value for Money at
each stage.

act as the Supplier Relationship Manager where appropriate including
resolution of contractual disputes, taking appropriate action to protect
the FCO’s interest.

- Demonstrable
5 years experience in strategic procurement, contract management and spend
analysis - Demonstrated
project management experience from conception to delivery ideally within a
procurement context - Demonstrate
contract management from conception to monitoring of supplier performance - Proven
ability in working across a wide range of stakeholders, organisations and
cultures, with the aptitude to effectively explain procurement processes
and policies to those unfamiliar with them. - Graduate
calibre and/or qualified by experience, ideally with relevant
post-graduate or professional qualification - A
self-starter with a minimum of 5 years relevant experience of sourcing
Goods, Services and Works for an international organisation or government
body. Must have been in a “hands-on” procurement/contracts position,
working in a similar level capacity. - Fluency
in spoken and written English is a must. - High
level of proficiency in MS Office (MS Excel, MS Word) - Proficiency
in making online order and follow up - Have
an advance Diploma in Procurement or a Degree in Business Administration
