1. IT Manager
The IT Manager will be the overall coordinator of all
BDF Information Technology and Systems operations.

Main Duties and Responsibilities
- Performing strategic systems planning for
communications and information technology for BDF Headquarter and centers. - Assess current or future business needs and
priorities through communicating directly with users. Plan the operation
of the IT systems and ensure optimal quality of service. - Develop IT policies, Guidelines and procedures.
- Develop Project Management Plan for IT projects:
scope, schedule, budget, communication, human resources, risks,
procurement and quality. - In collaboration with the communication team
design, develop and regularly update the BDF website. - Establish an Internet, intranet and manage the
electronic mailing system. - Support/ training staff on using IT/Database
resources access and other related tools. - Plan, develop, implement and ensure maintenance
of IT equipment and database management systems, including storage and
retrieval, back-up and security as well as ensuring that all centers have
an effective secured network. - Advise the Management on procurement process for
IT projects in accordance with the organizational and international
accepted procedures. - Support the Procurement department in development
of system specification and be involved in the evaluation and selection of
supply of services and IT equipment (Systems, hardware and Software). - Manage project execution to ensure adherence to
budget, schedule, and scope. - Supervise Service providers to implement projects
in accordance with the requirements as defined in SLAs. - Conduct post-implementation analysis of IT
project results. - Preparing information briefs to facilitate
Management decision making. - Maintain IT network and system security and

business continuity plans, procedures, audits, and enhancements. - Develop, implement, maintain, and oversee
enforcement of policies, procedures, and associated plans for system
security administration and user system access based on industry-standard
best practices. - Participate in the recruitment, training,
supervision of staff under the IT unit
Required Qualifications and Experience
- Must be a Rwandan
- Must be 35yrs and below
- Must fluently speak Kinyarwanda, English or
French and knowledge of both will be an added advantage. - Bachelor of Computer Science degree or any other
ICT related fields; - Possession of a relevant postgraduate degree is
an advantage. - Minimum of five (5) Years of Professional
Experience including 3 at managerial level in IT related environment. - Professional certificates such as MCSE, CCNA, and
ITIL are desirable. - Project management certification such as Prince 2
or PMP is an advantage. - Practical knowledge of Operating system
administration (Windows, UNIX and Linux). - Knowledge of Networking Technologies both LAN
& WAN. - Working Knowledge of banking software, experience
in systems development and analysis, change management, and process design
will be a definite advantages; - Good understanding of standard IT Change
Management process. - Good knowledge of the Security Standards.
- Good knowledge and understanding of the various
processes that enable the smooth running of the day-to-day business from
an IT perspective
