Baseline Assessment for Sub-National Programming Job Vacancy in Dar Es Salaam, Tanzania

UNICEF Tanzania operates within the framework of
the United Nations Development Assistance Plan (UNDAP), a common business plan
capturing the range of activities supported by the UN system in Tanzania. The
UNDAP builds on the lessons learnt from the previous planning exercises in
Tanzania and provides a more collective and coherent strategic response of the
UN system to the national priorities articulated in MKUKUTA/MKUZA 2010-15.
Ministries, Departments and Agencies of Government of Mainland Tanzania and
Zanzibar, Resident Agencies, Non-Resident Agencies, Civil Society and
Development Partners worked together to develop the Plan which supports the UN
programming principles of human rights based approach, gender equality,
environmental sustainability, capacity development and results based management
in country programme planning.



Purpose of the study:
·        
This assessment is being commissioned to facilitate
a process of prioritization of bottlenecks affecting the achievement of planned
results and collect baseline data on UNICEF contributions toward UNDAP
outputs/outcomes.
·        
The assessment will make use of available secondary
data, including information derived from available surveys generalized at the
ward level, administrative data extracted from established monitoring systems
and key bottlenecks and constraints identified by UNICEF’s 2010 Situation
Analysis of Children & Women in Tanzania.
·        
The baseline assessment will provide comparative
data to measure the change resulting from the Government of Tanzania/UNICEF
interventions in selected districts and wards toward a summative evaluation in
2015.
·        
The baseline assessment will also help refine and
better target interventions and establish additional monitoring systems to
implement and track the interventions in the selected wards.
