REQUEST FOR CONSULTANCY
SERVICES:
ARCT- Ruhuka is a National Association of Professional Trauma Counselors and
its main focus is therefore on joining efforts with the government and other
actors in fighting trauma and improving people’s mental health and psychosocial
well-being, in order to help them reintegrate into active economic activities.
The Rwanda USAID/Higa Ubeho program is a five-year USAID/PEPFAR-funded program
with the goal to increase the use of health and related social support services
among the most vulnerable, including orphans and vulnerable children (OVC),
people living with HIV and AIDS (PLHA) and their families. USAID/Higa Ubeho
presently operates in 16 districts; CHF Interna²tional leads this consortium
with international partner Catholic Relief Services (CRS), and 8 Rwandan
Partner Organizations (RPOs) including ARCT-Ruhuka.
Since 2009, the program has mobilized and trained over 2,000 community
volunteers to deliver psychosocial support services.
ARCT-RUHUKA seeks to recruit consultancy services to carry out an assessment of
Community-based Psychosocial support services delivered under the USAID/Higa
Ubeho program.
Objectives of the assessment:
(1) To assess the impact of psychosocial support services on individuals and
families.
(2) To evaluate the quality of psychosocial support services.
(3) To identify promising practices within the existing model.
(4) To identify strategies for sustainability
Methodology
The methodology should include extensive consultations with stakeholders
including local authorities, beneficiaries, Rwanda Partner Organizations (RPOs)
and community volunteers. The research team will conduct a literature review,
focus group discussions, questionnaires and key informant interviews.
Throughout the research, the team will work closely and receive guidance from
ARCT-RUHUKA and CHF International.
Key tasks
• Conduct literature review.
• Development of research proposal.
• Pre-test the data collection tools.
• Collect data through focus group discussions, questionnaires and key
informant interviews.
• Data entry and analysis.
• Draft report.
• Convene meeting to validate findings.
• Finalize report based on feedback from stakeholders.
Timeframe
This assignment should be completed within 22 working days
Desired qualifications
The research team shall be selected based on the following criteria:
• Proven experience in design and implementation of research projects using
questionnaires, focus groups and key informant interviews;
• Excellent report writing skills;
• Advanced computer and data analysis skills;
• Knowledge of community-based care and support services especially
psychosocial and life skills;
• Knowledge of the country context;
• Fluency in English and Kinyarwanda required.

assessment objectives and detailing how deliverables will be achieved.
• Printed and bound financial proposal detailing all costs associated with the
delivery of the above services.
