ACDI/VOCA
is seeking Investment and Grants Manager for the anticipated USAID-funded
Nguriza Nshore activity in Rwanda. The program will facilitate emergence of a
dynamic off-farm sector and will strengthen the entrepreneurial ecosystem,
business development services and access to finance. By alleviating constraints
to entrepreneurship and expanding investment, off-farm businesses will be
expanded in both urban and rural environments and will stimulate employment
opportunities for rural populations. Nguriza Nshore Activity
is a forward-thinking project which is designed for flexibility in response to
learning and dynamism in the environment. The project is funded by USAID and is
envisioned to start in 2018.

The
Investment and Grants Manager is responsible for working with the technical
team to develop, process, disburse, and monitor grants to beneficiaries. S/he
will excel in developing innovative grant mechanisms that will bolster business
development and entrepreneurship programs and will ensure the compliance with
USAID grant rules and regulations.

RESPONSIBILITIES:
- Work
with technical team to devise optimal investment and grants mechanisms to
accomplish project objectives. - In
conjunction with ACDI/VOCA HQ project team, design the grants management
plan and process. - Ensure
the establishment and management of a transparent, effective and efficient
grants program, including the management of grant agreements with local
partners. - Oversee
the administration of grants portfolio and provide technical leadership to
the teams and awardees on grant management and performance monitoring - Manage
all aspects of the grants pipeline, including notices/announcements,
application review, negotiation, award, and disbursement in line with
USAID rules and regulations. - Identify
issues and risks related to grant implementation in a timely manner and
suggest appropriate program adjustments.
QUALIFICATIONS:
- Bachelor’s
degree or similar qualification in finance, business, marketing, or
economics is required; Master’s degree is preferred. - Minimum
of 5 years’ demonstrated success in setting up, managing and closing out
of grants under donor-funded contracts. - Demonstrated
knowledge of USAID financial management systems, regulation and reporting
requirements - Experience
with innovative and non-traditional grants mechanisms preferred. - Fluent
spoken, written, and reading abilities in English and Kinyarwanda
required.
