ACDI/VOCA Monitoring and Evaluation Director Job Vacancy in Rwanda

international development organization that delivers technical and management
assistance in agribusiness, financial services, enterprise development,
community development and food security in order to promote broad-based
economic growth and vibrant civil society. ACDI/VOCA currently has
approximately 60 projects in 30 countries and total revenues of $173 million.

We are seeking Monitoring and Evaluation
Director
candidates for an anticipated multiyear, USAID-funded Feed the
Future project in Rwanda called Private Sector Driven Agricultural Growth
(PSD-AG). This project will increase smallholder incomes by promoting private
sector investments that contribute to transforming agriculture into a
market-oriented, competitive, and high-value sector.
Responsibilities:
· Guide the technical direction of the monitoring
and evaluation (M&E) approach and strategy; oversee and coordinate work
related to M&E activities of the PSD-AG project.
· Oversee impact analysis in the areas of
investment-enabling environment, policy reform, private sector development, and
investment facilitation.
· Prepare and conduct trainings on M&E topics
for staff and project clients.
· Ensure M&E is utilized and managed properly.
· Coordinate M&E activities with local and
international partners.
· Build the capacity of local organizations to be
effective in knowledge management and learning.
· Apply geographic information system (GIS) tools
to improve decision making and management for results.
Qualifications:
· Bachelor’s degree in evaluation, public policy,
and/or related field is required.
· Ten years of progressive professional experience,
including some experience in Africa, in monitoring and evaluation of
international development projects is highly desirable.
· Experience working with private sector, civil
society, and government sectors on M&E programs.
· Knowledge of different M&E tools, approaches,
and methods.
· Working experience in training, coaching and
mentoring teams in monitoring-related techniques and methods is desirable.
· Knowledge of GIS tools is desirable.
