of Technical Advisor forAccess to Finance Rwanda (AFR) is a fund initially sponsored by DFID and the
World Bank. Other sponsors are likely to join in coming months. The
overall aim of AFR is to help more people and small businesses achieve greater
and more effective access to a deeper financial system in Rwanda. This
entails a focus on rural and poorer communities, as well as micro and small
enterprises. AFR will fund a wide variety of initiatives and investments
in the financial sector using grants, loans, subordinated debt and other
instruments.
AFR intends to hire a Technical Advisor (TA) who will provide guidance and
leadership in the implementation of the FinScope Survey in Rwanda scheduled to
take place in the first half of 2012. The TA will work closely with the
AFR’s Survey Coordinator & Analyst(SCA) and will report to the Technical
Director. The TA will also liaise closely with the technical working
group made up of key stakeholders in Rwanda.
The TA’s role will include but will not be limited to the following:
• Prove guidance to the development of the questionnaire and
complementary qualitative research methods
• Work closely with National Institute of Statistics Rwanda
(NISR) and local experts on the sample design and selection
• Ensure appropriate application of the FinScope methodology
• Participate in selection of the research house and help
monitor and overseeenumeration and othertasks to be undertaken by the research
house
• Carry out effective quality control to ensure robustness of
data and analysis
• Support and oversee data analysis dissemination
• Facilitate and liaise closely withthe stakeholder working
group
• Build capacity in local players, especially AFR’s SCA and
counterparts in the BNR and MINECOFIN
• Support the SCA in developing robust and effective
documentation of the FinScope 2012 survey and lessons learned.
In all the above duties, the TA will also be responsible for transferring
skills and experience to AFR’s SCA, and to representatives of key stakeholders
in Rwanda such as the NISR, the BNR (Central Bank) and Ministry of Finance and
Economic Planning.
Skills and experience required include:
• At least five years’ experience in the coordination of
nationally representative financial sector related surveys in Sub-Saharan
Africa, preferably including FinScope surveys
• Post-graduate qualification and/or background in a relevant
statistical and/ or socio-economic field
• Familiarity with issues facing the development of the
financial sector in developing countries, especially as they relate to
improving financial inclusion and livelihoods
• Demonstrated previous ability to work well in a team and
work under pressure to tight reporting deadlines
• An individual with initiative, performance driven and has
considerable planning and organizational skills
• First rate written and oral communication skills in
English. Good written and spoken French would be an added advantage.
This assignment will begin before the end of January 2012 and extend to at
least September. The estimated number of days required is unlikely to be
less than 80.

dollars for a lengthy assignment such as this.
Selection will be made primarily on skills, experience and
qualifications. Bidders should be based in or have some solid
representation in Sub-Saharan Africa.
