Oxfam GB Call for Expressions of Interest in Rwanda

Background
Oxfam GB’s purpose is to work with others to overcome poverty and suffering around the world and in Rwanda. We focus on the promotion of sustainable livelihoods opportunities and women’s empowerment through enterprise development in agriculture. The country program aims at increased capacity of small producers to better access markets and resources for improved livelihoods while integrating gender, conflict management, disaster risk reduction and HIV and AIDS. It will have strong private sector linkages and adoption of appropriate technologies for increased incomes.

Consultancy Opportunities
Oxfam is now accepting expressions of interest from qualified local, regional and international candidates specialised in a range of technical areas relevant to the its focus for the period between July 2011 and March 2012. The following is a list of technical areas where we are engaging consultancy services as well as a brief overview of expected work for each:

A: Strategy and organisational development
A1: Development of the Oxfam Rwanda Livelihoods Strategy
A2: Development of the Oxfam Rwanda Governance and Participation Strategy
A3: Organisational development support to the operating model for the single Oxfam structure in Rwanda
A4: Development and input into funding proposals for restricted contracts

B: Business Research
B1: Value chain analysis for horticultural products
B2: Market research for horticultural products
B3: The development of financial products for the middle range enterprises (investment range USD 5000- USD20000) for women entrepreneurs considering collateral issues

C: Business Development services
 C1: Mentoring support to small Private sector firms engaged with smallholders
C2: Business plan development / Enterprise analysis for small and medium scale enterprises in horticulture sector (USD 5000 -40000 investment range)
C3: Training and facilitation for development of farmer field schools

D: Technology development and testing
D1: Appropriate technology identification / development for small scale horticulture processing enterprises D2: Technology transfer for development of businesses in horticultural planting material production
D3: IT based communication systems for rural enterprises, Micro-finance institutions and development projects
D4: Facilitate identification and sourcing of renewable energy technologies for fruit processing enterprises

Interested candidates must meet the following criteria:
• University degree (preferably Masters or Bachelors with sufficient relevant experience) in a field related to one of the above technical areas
• An experience of at least 5 years in rural development
• Prior consistent experience working on livelihoods in Rwanda or in the East African Region is essential
• Fluency in English. Working knowledge of Kinyarwanda would be an added advantage
• The CV should not exceed 5 A4 pages and must mainly focus on work history

Successful candidates will be pre-selected for the consultant register and will be invited to send short proposal bidding for any specific pieces of work at the relevant time. Inclusion on the register does not constitute any form of contract or guarantee of employment with Oxfam GB.
