BACKGROUND
The USAID-funded Systems for Improved Access to Pharmaceuticals and Services Program is a global program implemented by MSH which seeks to assure the availability of quality pharmaceutical products and effective pharmaceutical services to achieve desired health outcomes. The program objective is to promote and use a systems-strengthening approach consistent with the Global Health Initiative (GHI) that will result into improved and sustainable health impact. The SIAPS framework and result areas reflect the dynamic relationships among five health systems building blocks (governance, human resources, information, financing, and service delivery), with a pharmaceutical product overlay that guides technical content. MSH is looking for a self motivated person to fill the position of Accounting Associate to support accounting functions for the technical team of the program as well as for the other MSH projects in Rwanda.
OVERALL RESPONSIBILITIES
The Accounting Associate is responsible for initial review and preparation of accounting transactions and related supporting documents of financial transactions in accounts payable, accounts receivable or payroll processing, data entry of approved documentation, and filing of completed transactions. The Accounting Associate works under direct supervision of the Senior Accountant.
SPECIFIC RESPONSIBLILITIES
• Gather and collect documentation such as invoices, shipping receipts and procurement documents and prepare a posting voucher, for further review and approval.
• Research problems, such as missing documentation, vendor, staff or client queries.
• Enter approved transactions into the accounting the system.
• Prepare bank deposits for review and submit to bank.
• Prepare checks for review and signature and distribution.
• Manage the advances and carry out payments for filed activities (per diems and other activity arrangements), and provide timely expense reports according to MSH rules.
• Prepare payment vouchers and vouchers for advances.
• Properly code all transactions.
• Issue payment for expenses, including salary, purchases, and per diems and transport to participants during activities in the field.
• Control advances.
• Prepare deposit slips for cash to be deposited into the bank account.
• Maintain accounting files.
• Follow up on outstanding advances and ensure timely reconciliation.
• Control consumption by project (petrol, electricity, water, telephone, etc.).
• Prepare forms for VAT claims from RRA.
• Any other task as assigned by the supervisor.
QUALIFICATIONS
• Bachelor’s Degree in Accounting or equivalent.
• At least 3 years of relevant work experience in a recognized institution.
• Excellent interpersonal skills and ability to meet deadlines and complete tasks with attention to detail and quality.
• Familiarity with USAID procurement and financial rules and regulations is preferred.
• Demonstrated ability to communicate clearly and concisely in written and spoken English, including excellent skills in drafting financial reports.
• Demonstrated computer skills in Microsoft Office Suite applications, especially Ms Excel.
• Proficiency in QuickBooks or similar accounting software package preferred and ability to learn new accounting software.
• Fluency in English and working knowledge of French and Kinyarwanda.
