Description
ICAP, a
program of the Mailman School of Public Health at Columbia University in New
York City, leads one of the largest HIV programs in the world, providing
technical assistance and implementation support to ministries of health (MOH)
in more than a dozen countries and supporting the care and treatment of more
than 1.2 million people
living with HIV at 1,900 health facilities. With its
roots in comprehensive, family-focused HIV services, ICAP is widely respected
for its success in both Technical Assistance and capacity building of
innovative, effective, and ethical programs in the most challenging of
resource-limited settings. ICAP is also known for its collaborative, supportive
approach to strengthening national, regional, and district-level health
systems.
Since
2002, ICAP has provided technical assistance to the Rwandan MOH and health
facilities in the development of family-focused, multidisciplinary HIV/AIDS
care, and treatment programs. ICAP has been a key partner in Rwanda’s
successful HIV care and treatment scale up and is in the final stages of
transitioning support of 56 facilities to the MOH. ICAP has also provided
technical support to enhance the capacity of the MOH to plan, implement and
evaluate adult and pediatric HIV care and treatment, HIV/TB, and laboratory
services nationally. ICAP is now supporting the MOH to implement innovative,
integrated HIV programs to expand access to key populations such men who have
sex with men, people with mental illness, people with disabilities and
survivors of sexual and gender based violence.
Core
Responsibilities
Reporting
to the Senior Implementation Director, the Country Director – Rwanda is
responsible for managing all aspects of the country program, including shared
responsibility for strategy development and implementation, preparation and
management of budgets, implementation of program initiatives, and team
management, to further the overall success of the ICAP program. As the lead
representative of ICAP in Rwanda, the Country Director ensures that all actions
of the country team are consistent with ICAP’s goals as well as donor
initiatives and in support of the MOH.
Duties
and Responsibilities
• Leads
country program in strategy development, in collaboration with ICAP-NY, MOH and
donors.
• Oversees
the development, implementation and monitoring of annual program work plans.
•
Strategically builds and leverages strong, effective relationships with key
partners.
• Develops
a supportive relationship with local and national government officials to
support them in designing and implementing relevant policies, programs, and
activities.
• Guides
program administration, implementation and fiscal management.
• Supervises
a team of managers who oversee both administrative and program functions.
• Leads
and/or participates in the preparation of grant proposals.
• Ensures
monitoring, evaluation, and regular reporting on program activities to donors
and to ICAP headquarters in New York.
• Liaises
and works closely with headquarters to respond to program requirements, solve
issues as they arise, and ensure ICAP’s resources are maximized.
• Oversees
program operations and reporting, including compliance with donor regulations/procedures
and local policies and laws.
• Defines
and manages annual budgets and ensures sound financial management and
accountability.
• Performs
other duties as assigned.
Required
Qualifications
• MD, MPH,
or other relevant advanced degree.
• Requires
a minimum of 8 years of related experience with at least 5+ years’ experience
in health programs management in sub-Saharan Africa.
•
Experience supervising international and national staff.
• Proven
success in ensuring high-quality program outcomes in developing country
settings.
•
Extensive experience in HIV/AIDS program management.
•
Demonstrated experience overseeing research studies, basic program evaluations
and/or public health evaluations.
• Proven
ability to develop budgets and actively monitor and manage spending.
• Strong
organizational, diplomatic, and written and oral communications skills.
•
Demonstrated experience working in dynamic environment where changing
priorities may require a high degree of operational flexibility.
• Exceptional
problem-solving skills and analytical capabilities.
• Strong
team-building skills and demonstrated experience in situations requiring
cultural sensitivity.
•
Proficiency with Windows and MS Office Package, e-mail and standard office
equipment.
Preferred
Qualifications
•
Experience working in collaboration with local government partners.
•
Experience working with U.S. government or other bilateral donors, especially
Centers for Disease Control.
•
Experience with the Rwandan health sector.
• Fluency
in English, French, and Kinyarwanda.
Travel
Requirements
The
Country Director will be based in Rwanda and will be expected to regularly
travel in-country. In addition, there will be 3 to 5 international trips per
year requiring overnight travel.
