After the establishment of EWSA as a merged public institution, challenges have been identified in the implementation due to lack of enough office space/office buildings to accommodate its staff.
It is in this regard that the Energy, Water and Sanitation Authority (EWSA) wishes to recruit an Individual Consultant to analyse the current status and the architectural design plans already produced; and provide an analytical report on the feasibility and the profitability of this Construction Project.
Objective of the Study
In line with the Masterplan for Kigali City, EWSA intends to carry out construction works to upgrade the Headquarter building, commercial building and 3 branch offices within Kigali namely Kacyiru, Remera and Nyamirambo.
EWSA needs to carry out a business case analysis for the construction projects to guide the Management in making the final decision. These being long term projects requiring huge initial capital outlay, it is necessary to establish if the benefits will outweigh the costs of construction in the long run.
Scope of Work:
• Assess and comment on the building sites as to them being strategic locations that could attract tenants.
• Assess all the architectural studies done for the said buildings and ascertain the total office space to be availed per building.
• Assess all the studies done on the new buildings and ascertain the projected costs for each building to advise on their reasonableness.
• Assess the current office buildings (including future needs) rented by EWSA and advise on suitability and if it is enough for the staff.
• Compare the space to be availed by the new buildings and ideal space requirements for staff and determine any extra space to be rented out for rental income generation.
• Assess the current and future rates for rent and ascertain the possible rental income to be generated from renting the extra space.
• Assess and comment on whether the extension, renovations and new buildings would improve the image of EWSA.
• Study and report on the trends of office space rentals to establish viability of renting out office space.
• Study all upcoming office buildings to assess the actual competition that is evolving for space rentals in Kigali and its environs.
• Prepare a Cost Benefit Analysis of the projects showing approximately when EWSA should expect to recoup its investments in the same.
• Report on other discernible benefits of owning vis-a-vis renting of office space.
• Prepare an investment or financing plan for the Project.
• Explore and propose different financing options available to EWSA and in the market (prefinancing, cofinancing, debt, BOT, etc).

Competencies & qualifications
• Degree holder of any business related qualification (Economics, BA, BBA, Bsc, etc) from a recognized university.
• Experience in similar assignments (at least three assignments).
• Knowledge of quantity surveying shall be an added advantage
• Proficiency in English language skills; knowledge of the French language shall be an added advantage.
