NAR Communications & Public Relations Officer Job Vacancy in Rwanda

ORGANIZATIONAL OVERVIEW
Never Again Rwanda (NAR) is a human rights, peace-building organization that was founded in 2002 and is registered as a Rwandan non-governmental organization. The founding members recognized that the minds of young people were used to destroy Rwanda leading up to and during the 1994 Tutsi genocide. Even as a post-genocide society, they observed
that divisions continued to exist between young Rwandans. Guided by a vision of a nation where young people are agents of positive change and work together towards sustainable peace and development, the founding members established NAR to empower youth with opportunities to become active citizens.

JOB PURPOSE
To scale up NAR’s impact through communication. The Communications & Public Relations Officer is responsible for setting annual communication targets and contributing to and monitoring their implementation. In particular, he/she will produce and disseminate materials for communicating information about NAR and its programs; coordinate the content of NAR website/Facebook page and production of the quarterly magazine; develop and oversee NAR’s branding and image; represent NAR with the media; and maintain updated photo library and database of contacts.

SPECIFIC DUTIES
Under the direct supervision of the NAR Executive Director, the Communications & Public Relations Officer has the following responsibilities:
Website and Facebook
1. Day-to-day management of NAR’s website and facebook page, including updating and on-going monitoring, gaining input from NAR staff as necessary.
2. Lead the research, planning, and implementation of the longer-term development of the sites, and to ensure it continues to achieve its objectives.

Youth for Change Magazine
1. Lead the ongoing development of the design, content, production, and distribution of the magazine with NAR staff and youth journalists
1. Lead the planning and editorial meetings for the magazine
2. Edit and proof-read articles
3. Write articles
4. Source and format images and articles
5. Design the layout of each issue
6. Liaison with external advertizing, design, and printing contractors
7. Together with the Executive Director, amend and sign off final proofs

Other Publications and Materials
1. Coordinate the production of other internal and external NAR communications, publications, and materials in consultation with the NAR staff.

Design, Branding, and Images
1. Develop, implement, and maintain a “style” in all NAR written communications.
2. Develop, implement, and maintain, in collaboration with NAR staff and external consultants as required, strong NAR visual branding.
3. Develop and maintain NAR photo library for use across a range of communications forms.
4. Remain informed of funder branding requirements and ensure NAR’s compliance.

Events
1. Contribute to the planning of and arrangements for NAR events, in particular regarding the design and production of materials.
2. Represent NAR at internal and external events as required.

Media
1. Support the Executive Director and other NAR staff in developing a media strategy, drafting press releases, responding to media enquiries, and building dialogue with journalists.
2. Develop and manage media contacts list.

General
1. Set annual communication targets and contribute to and monitor their implementation.
2. Develop, promote, and adhere to agreed systems and procedures across all areas of work.
3. Remain informed of issues and relevant policies in Rwanda.
4. Carry out any duties assigned by the Executive Director.

PERSON SPECIFICATIONS:
Candidates ideally have credentials in each of the following areas:
1. Have a Bachelor’s degree or equivalent from a recognized institution.
2. Experience in writing, editing, proof-reading and designing communication documents for public dissemination.
3. Computer literate – skilled and confident user in office applications such as MS Word, Excel, PowerPoint, Publisher, and email; familiarity with relevant information technology, including Facebook and website content management.
4. Excellent written and oral communication skills, conveying messages to different audiences using diverse media.
5. Full proficiency in spoken and written English and Kinyarwanda required.
6. Ability to analyze information from different sources and to synthesize this information into coherent and brief communication documents.
7. Demonstrated ability to work effectively with beneficiaries, media, and stakeholders from various institutions.
8. Proactive approach to meeting deadlines and delivering results with limited supervision.
9. Ability to manage multiple projects at a time.

CONTRACT TYPE:
The contract will be for 6 months (From September 2011 to February 2012). This post should be seen as an opportunity to gain substantial experience and be a stepping stone to a long term post. The post holder will be directly accountable to the Executive Director. The post holder will be based at NAR head office in Kigali, but may include travels to other parts of Rwanda.
