The Government of the Republic of Rwanda has received a credit of US $15,000,
000 from the International Development Association (IDA) for the implementation
of the Lake Victoria Environmental Management Project (LVEMP II) and intends to
apply part of the proceeds of this loan for consultancy services.

The consulting services (the Services) include undertaking feasibility studies
and detailed engineering designs for a centralized sewage system in Gasabo and
Kicukiro Districts located in the City of Kigali in the Republic of Rwanda. It
envisages the sustainable management of waste water generated from the projects
areas (Kicukiro and Gasabo) thus to reduce environmental impacts and associated
public health issues in the Akagera river basin. Having the centralized system
infrastructures in place will reduce pollution in the Lake Victoria because
Akagera flows directly in the Lake Victoria. It will also contribute to the
priorities of the Government of Rwanda such as the development of safe, well
regulated and affordable off-site sanitation services for densely populated
areas. The assignment is expected to take 36 weeks.

Rwanda Environment Management Authority (REMA) now invites eligible consulting
firms (Consultants) to indicate their interest in providing the Services.
Interested Consultants should provide information demonstrating that they have
the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are:

• Experience in undertaking feasibility studies and engineering design for
centralized sewage system with at three projects that involved more than US$
500,000 each within the last 10 years;
• Availability of staff with relevant skills in sewerage engineering,
electromechanical or electrical engineering, environmental engineering,
quantity and land surveying, as well as socio-economics
• Working experience in Sub Saharan Africa. Knowledge and working experience in
East African region is an added advantage.

The attention of interested Consultants is drawn to paragraph 1.9 of the World
Bank~s Guidelines. Selection and Employment of Consultants under IBRD Loans and
IDA Credits & Grants by World Bank Borrowers of January 2011 (Consultant
Guidelines), setting forth the World Bank´s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a
sub-consultancy to enhance their qualifications.

A Consultant will be selected in accordance with the Quality and Cost Based
Selection (QCBS) method set out in the Consultant Guidelines.
