Individual Consultant to act as Strategic Advisor to the Minister of Trade and
Industry

1. BACKGROUND
The Ministry of Trade and Industry (MINICOM) has a wide-reaching mandate that
is central to the Government of Rwanda´s economic development agenda as
elaborated in national strategies such as Vision 2020, the Economic Development
and Poverty Reduction Strategy (EDPRS2) and 7-Year Government Plan. MINICOM
assumes vice-chairmanship of the Economic Cluster, and leads the Sector Working
Group on Private Sector Development under EDPRS.
MINICOM´s vision is to achieve accelerated and sustained economic growth led by
a dynamic and competitive private sector, and its mission is to facilitate
Rwanda´s economic transformation through enabling a competitive private sector
integrated into regional and global markets, while ensuring a level playing
field and the protection of consumers.

MINICOM has five strategic
objectives to achieve this vision:

• To create a business environment conducive to growth and the protection of
consumers;
• To increase the share of services and manufacturing in GDP;
• To support private sector growth and job creation with a focus on SMEs;
• To promote trade integration into regional & global markets with a focus
on improving the trade balance;
• To build an effective human resource base and institutional capacity for
delivery.

In order to attain these objectives, the Minister of Trade and Industry is
committed to achieving equivalent outcomes through the Minister´s personal
Imihigo, the national framework for performance-based contracts. These target
the Vision 2020 goals for the sector of industrial growth of 14% per year,
exports growth of 28% a year and 200,000 per year, which will transform the
structure of the economy away from subsistence agriculture towards modern,
value added production.

This will have a significant impact on Rwanda´s food security and ability to
supply food to the region, in particular neighbouring Burundi and the
Democratic Republic of Congo. The emphasis in securing food security is
witnessed by establishment of Rwanda Grains and Cereals Corporation by the
Ministry of trade and industry in joint-venture with Private sector with an
objective among others, of managing strategic grain and cereals reserves for
food security.

It is within this context that MINICOM is seeking an advisor to assist the
Minister of Trade and Industry in his political, administrative and technical
activities, primarily in the area of internal trade and industrial development
with a focus on market infrastructure, agricultural value chains and
agro-processing at both the SME and large industry level whilst ensuring food
security and profitability to farmers.

2. KEY RESPONSIBILITIES
&ACTIVITIES

The Advisor will have the
following set of responsibilities:

• To advise the Minister In his administrative activities, with particular
focus on Initiatives central to food security such as:
– Market infrastructure for the trading of food commodities;
– Agricultural supply and value chain development and analyses;
– Development of the agro-processing sector at all levels;
– Regional trade in food crops and processed foods;
– Development of a commodity exchange.
• To analyse and summarize the contents of dossiers (reports, studies, etc.) to
be submitted for the Minister´s
consideration and/or approval, with particular focus on initiatives central to
food security (see (a));
• Follow up on Minister´s Instructions to departments and agencies;
• To assist the Minister in monitoring the implementation of the Ministry´s
programs;
• To prepare a summary report to the Minister in relation to all activities
carried out within the Ministry its agencies and projects;
• Act as the Minister´s spokesperson;
• Prepare and participate In audiences and meetings of the Minister, and
produce reports on proceedings.

3. COMPETENCE AND EXPERTISE
REQUIREMENT

• Must possess a Master´s degree in economics, agribusiness or other relevant
discipline;
• Demonstrate a minimum of seven En years of practical experience In related work
;
• Have Knowledge and experience of current issues relating to food security,
trade and industry;
• Experience in similar advisory positions would be considered highly advantageous;
• Strong organisation and communications skills with experience in preparing
ministerial briefs and reports;
• Fluent in both written and spoken English.
• Knowledge of the Rwandan private sector and proven understanding of governing
frameworks such as the Integrated Framework, Rwanda Vision 2020, EDPRS,
policies related to trade and industrial sector, would be an added advantage.

4. REPORTING
The Advisor will report directly to the Minister of Trade and Industry.

5. DURATION OF WORK
The contract for this assignment will run for an initial period of 12 months
with the option of an extension depending on satisfactory performance.

6. FACILITIES TO BE PROVIDED
TO THE EXPERT

The Advisor will be provided with office space and adequate support with
Internet access by the Ministry of Trade and Industry.
