ACDI/VOCA Livelihoods Specialist Job Vacancy in Rwanda

We are
currently seeking a Livelihoods Specialist for an anticipated US Department of
Labor (USDOL) funded education and livelihoods program focused on reducing
children’s participation in child labor in tea growing areas of Rwanda. The
Livelihoods/Agriculture Specialist will be the principal technical advisor for
activities and interventions focused on the household and community level;
program activities will focus on reducing child labor in the production of tea
by increasing children’s access to education, promoting decent work for older
children and economic opportunities for the households most vulnerable to child
labor in tea growing areas.
Responsibilities:
  • Analyze needs at the community level, assess
    resources available for addressing the needs of vulnerable households, and
    suggest approaches for filling gaps in programming.
  • Consider innovative approaches, as
    appropriate, and recommend how they may be implemented and their impact
    assessed. Where feasible, she/he will promote integration of the above
    activities with those across the anticipated program.
  • Network with relevant Ministries, other NGOs,
    local government officials, and community leaders to ensure support and
    local ownership of project activities.
  • Lead development of strategies for long or
    short-term interventions.
Qualifications:
Education
Requirements:
Masters
Degree or equivalent in a relevant discipline or equivalent experience.
Experience
Requirements:
  • Minimum of three years of experience in a
    leadership position responsible for developing livelihood interventions
    and the technical aspects related to the Applicant’s proposed strategy,
    including skills training, micro-lending, micro-savings, employment
    generation, alternative/additional income generation, youth employment and
    social protection.
  • Experience in projects promoting livelihood
    interventions, as applicable.
  • Understanding of child labor issues, including
    youth employment and OSH.
  • Experience working successfully with
    government agencies and private organizations engaged in promoting
    improved livelihoods for households and the provision of social protection
    services.
  • Experience working with employers’
    organizations, trade unions or other civil society organizations.
  • Strong written and spoken English skills.
