The Ministry of Finance and Economic Planning inspires to become a competent

It is in line with the above that MINECOFIN intends to recruit best candidates
on the following positions:

Post 7: Policy Analyst in
charge of Investment Schemes (2)

Key Duties and
Responsibilities;

Reporting to the Director in charge of capital markets and investment schemes,
the Policy Analyst will be responsible for:
• Develop, review and update the financial sector strategy and sub-sector
strategies aiming at attracting different funds into Rwandan market
Monitor and evaluate the implementation of the financial sector development
strategies and policies related to investment schemes
• Propose new concepts and Innovations for development of the investment
schemes .
• Support capacity building and financial literacy/education initiatives in the
promotion of investment schemes in Rwanda
• Collaborate closely with the financial market players and update the
supervisor on developments and challenges
Undertake desktop and market research on investment schemes developments and
best practices in other markets
• Contribute regularly towards FSDD’s knowledge management initiatives through
participation in knowledge platforms and through contributions in discussion
boards, blogs and posts
• Prepare monthly, quarterly, semester and annual reports on Investment schemes
development

Qualification and Experience
Bachelor’s degree in Finance, Banking, Business Administration, Financial
Management, with 3 years working experience progressively in financial markets
or funds management, having a Masters degree in any of the above fields with 2
years working experience will be an added advantage

Skills and Competencies
• Knowledge of collective investment schemes
• Knowledge of capital markets/stock exchange
• Capacity to lead the interpretation and utilization of performance
benchmarking indicators and reports
• Experience in leading evaluation or research design, data collection and
analysis processes
• Strong familiarity with international financial markets , best market
practices and global trends in investment schemes
• Excellent conceptual, analytical and writing skills
• Strong English/French (oral and written) communication skills, working
Knowledge of both is an added advantage
• Strong IT skills, particularly (Word, Excel, PowerPoint, Outlook)
