Job Description
CAMRIS is currently accepting applications for a
Chief of Party position to lead and manage an anticipated USAID funded
Monitoring and Evaluation Project. The project will support the Mission
and partners in designing and implementing monitoring and evaluation activities
and managing and communicating activity results. Areas of focus may
include the quality of project monitoring; enhancement of performance
management and data management/reporting systems;

management and data management/reporting systems;
completion of multi-faceted
evaluations; and the provision of monitoring and evaluation (M&E) capacity
building within the mission as well as local and regional development
institutions, universities and non-governmental organizations (NGO).
Areas of particular expertise include Health and Economic Growth. The position
will be based in Kigali.
Primary Duties
- Coordinate and assume responsibility and
oversight for all project activities. - Serve as the primary liaison with USAID/Rwanda
and the Contracting Officer. - Ensure quality control and the overall
responsiveness of technical assistance provided under the contract,
including necessary adjustments to operations to fit the requirements of
USAID.
Qualifications
- An advanced university degree in international
relations, management, economics, statistics, political science, public
policy, or other relevant field with a strong emphasis on M&E. - Demonstrated ability to implement detailed, organized,
timely, accurate M&E programs. - Demonstrated ability to assemble, quickly and
effectively, and to manage a highly‐skilled, interdisciplinary team - Demonstrated ability to interact with and lead
a broad range of governmental and non‐governmental actors and institutions across
sectors. - Demonstrated ability to implement detailed,
organized, timely, accurate M&E programs.
- Overseas development experience, familiarity
with reporting systems and database development, and a thorough
understanding of monitoring and evaluation. - At least ten years of experience working in
project management in developing countries, preferably in Rwanda. - Fluency in English required, fluency in French
also desired.
- A proven record of excellent management,
leadership, decision‐making,
communication and interpersonal skills, including being an articulate
speaker and sympathetic listener.
