Background
UNDP Rwanda
established a new organizational structure to align the Country Office
capacities with the new country programme and UNDAP priorities. UNDP Rwanda
works in the context of the One UN pilot/Delivering as One which adds another
layer of complexity and places additional expectations and burden on the
country office.
Under the
guidance of the Country Director, the Head MSU acts as quality assurance
advisor to Senior Management on all aspects of CO programme. The Head MSU
provides advice to the Country Director and supports the programme units on
strategic planning, Monitoring and Evaluation, audit, implementation of the
Internal Control Framework and Result Based Management policies, resource
mobilization and donor reporting, and financial management of the UNDP Rwanda
programming portfolio.
The Head,
MSU works closely with the Operations team, acting as a bridge and enhancing
information sharing between Programme and Operations Units and providing
programmatic support to Operations functions.
The Head of
the MSU will work with the One UN Monitoring and Evaluation Group to ensure the
effective implementation of the evaluation policy of the UNDAP 2013-2018 and
initiates and manages thematic and cross-cutting evaluations. The Head of the
MSU ensures that evaluations are designed and managed to assess the relevance,
effectiveness, efficiency, impact and sustainability of results, evaluations
are carried out in a credible and systematic manner; evaluation lessons and
recommendations are used for programme design, and contribute to the
implementation of the UNDAP priorities and results.
Duties and
Responsibilities
Summary of
Key Functions:
  • Support the alignment of UNDP programmes and
    projects to the strategic framework of the CCPD 2013-2018 and the UNDAP
    2013-2018;
  • Coordinate with the UNDP Programme Units and
    Operations Units to ensure the Country Office adheres to and complies with
    corporate policies and dashboards;
  • Provide policy advice to Senior Management of
    the Country Office on quality assurance and compliance issues.
  • Oversee UNDP Rwanda’s Monitoring and
    Evaluation policies and procedures and provide quality assurance to the
    evaluation processes;
  • Represent the Country Office in the One UN
    Monitoring and Evaluation Group;
  • Facilitate knowledge building and knowledge
    sharing on monitoring and evaluation;
  • Provide support to the implementation of RBM;
  • Support to forge strategic partnerships and
    resources mobilization and ensure timely donor reporting;
  • Ensure sound planning and monitoring of
    financial resources of the UNDP programme in Rwanda;
  • Ensure compliance to UNDP audit policies;
  • Oversee the implementation of the UNDP
    communication strategy;
  • Manage the Management Support Unit consisting
    of 4staff members.
As a member
of the CO management team, provides policy advice, coordinates, and ensures the
strategic planning for the UNDP programme focusing on achievement of the
following results:

  • Support the operationalization of the CCPD
    2013-2018 and the UNDAP 2013-2018 in collaboration with the main partners
    and other UN Agencies;
  • Coordinate with other units in the Country
    Office the IWP and the ROAR and other corporate planning and results
    reporting exercises;
  • Support the CD in business processes mapping
    and establishment of internal Standard Operating Procedures in Results
    Management and control of the workflows in the Programme Units;
  • Support and coordinates knowledge building and
    management in the Country Office.
Provides
effective quality assurance of full cycle of programming from formulation to
implementation achieving the following results:
  • Effective application of RBM tools,
    establishment of management targets (BSC) and monitoring achievement of
    results;
  • Ensure effective monitoring and evaluation
    with the aim of measuring the impact of the CO programme;
  • Ensure effective implementation of the
    Internal Control Framework in collaboration with the Operations Unit
  • Establish a quality and accountable reporting
    system;
  • Coordinate the audit exercise among programme,
    project and operations staff and ensure compliance with audit quality
    standards and timeframes.
Establishes
and maintains strategic partnerships, supports resource mobilization and
communication focusing on achievement of the following results:

  • Ensure effective and efficient clearance and implementation
    of the cost-sharing trust fund agreements;
  • Coordination of partnerships with the UN
    Agencies, IFI’s, government institutions, bi-lateral and multi-lateral
    donors, private sector, civil society etc.;
  • Alignment of areas of cooperation based on strategic
    goals of UNDP, country needs and donors’ priorities;
  • Analysis and research of information on
    donors, preparation of substantive briefs on possible areas of
    cooperation, identification of opportunities for cost-sharing and trust
    funds, and One Fund;
  • Ensure the implementation of the UNDP
    communication strategy;
  • Ensure timely and quality donor reporting;
  • Participation in inter agency and donor
    meetings and represent UNDP in various forums as required.
Ensure sound
planning and monitoring of programme financial resources focused on the
following results:
  • Strategic oversight of planning, budgeting,
    implementing and monitoring of the programme, tracking use of financial
    resources in accordance with UNDP rules and regulations;
  • Implementation of effective internal controls,
    proper functioning of a client-oriented financial resource management
    system;
  • Regular monitoring of the CO delivery,
    resource mobilization, TRAC Allocation, revenue management and cost
    recovery;
  • Periodic monitoring of dashboards and exceptions,
    identification of remedial actions;
  • Participation in project’s audit, control and
    follow up;
  • Head of the MSU performs the function of
    Manager Level 2 in Atlas development projects transactions approval in
    line with the Internal Control Framework.
Management
of the Management Support Unit focused on the following results
  • Supervise a Management Specialist and
    Programme Finance Associate for providing senior management with programme
    resource analysis for effective planning of resources;
  • Supervise the Communications Analyst and
    One-line Media analyst;
  • Build the capacity of the national staff in
    the MSU.
Key results
The key
results have an impact on the overall success of the country programme and
reaching CCPD goals. In particular, the key results have an impact on the
design, operation and programming of activities, creation of strategic
partnerships as well as reaching resource mobilization targets.

Required
Skills and Experience
Qualification
  • Master’s Degree or equivalent in Business
    Administration, Public Administration, Economics, Political Sciences,
    Social Sciences or related field.
Experience
  • 7 years of relevant experience at the national
    or international level in providing management advisory services, hands-on
    experience in design, monitoring and evaluation of development projects
    and establishing inter-relationships among international organization and
    national governments;
  • Experience in the usage of computers and
    office software packages, experience in handling of web based management
    systems
Language
requirement
  • Fluency in English.
