Background
HICD/R is a USAID-funded project designed to
strengthen institutional and human capacity in targeted government
institutions, as well as in targeted civil society organizations (CSOs), that
work closely with, or support the objectives of, USAID/Rwanda. The principal
goal of the project is to increase overall performance of targeted GOR and
civil society institutions in a manner that supports USAID’s and Rwanda’s
shared development priorities and fosters the long-term social, economic, and
environmental sustainability of the country. Applying USAID’s human and
institutional capacity development (HICD) methodology, the project will provide
technical assistance, material support, and knowledge and skills transfer
services to build the capacity of targeted organizations and reinforce ongoing
reforms and development activities being carried out by the GOR and civil
society.
HICD/R
also manages a Community of Practice (COMPRAC) of professionals in the public,
private, and civil society sectors, as well as independent consultants focused
on performance improvement. The recent creation of a Rwanda chapter of the International
Society for Performance Improvement (ISPI) is meant to support and provide
these professionals with a forum through which they can discuss best practices,
exchange ideas and employment opportunities, and receive ongoing continuing
education and support. Working in partnership with the Rwanda Organization of
Professional Management Consultants (ROPC), the Rwanda Management Institute
(RMI), and the National Capacity Building Secretariat
(NCBS), HICD/R provides coaching and professional development support to
COMPRAC members. This includes capacity building in competencies from strategic
business planning, to tendering for public sector services, to prudent
financial management and the Certified Performance Technologist (CPT)
application process. Practitioners from this community will be invited to apply
for internships that will pair them with senior Rwandan and international
experts to participate in the HICD cycle with local partner institutions,
providing the COMPRAC members with hands-on experience and enabling them to
continue HICD-related services on a commercial, fee basis once the project
ends.

Position Description
The COMPRAC Program Manager will provide
technical and managerial oversight of all HICD/R COMPRAC activities. Under the
supervision of the Deputy Chief of Party, the incumbent will lead the
development and implementation of COMPRAC and ISPI activities, oversee COMPRAC
communications, and support COMPRAC members in becoming Certified Performance
Technologists (CPTs) through the International Society for Performance
Improvement (ISPI). Additionally, the COMPRAC Program Manager will oversee an
internship program that invites consultants to assist in HICD/R
activities as a paid learning experience, and support the ongoing operations of
the ISPI Rwanda chapter. In coordination with the COP, DCOP, and Monitoring and
Evaluation Advisor, the incumbent will ensure the attainment of performance
indicators for COMPRAC activities as identified in the project work and
monitoring/evaluation plans.

Key Responsibilities
  • Serve
    as the primary liaison between HICD/R and COMPRAC/ISPI members, and
    develop strong working relationships with representatives of ROPC, RMI,
    and NCBS. Meet with each of these partner representatives a
    minimum of once per month to discuss challenges and plan program
    activities.
  • Proactively
    plan and lead/facilitate a minimum of two HICD and/or performance
    improvement related events per month for ISPI/COMPRAC members; these may
    include speaker series,
    panel discussions, group exercises, or other activities as approved by the
    DCOP or COP.
  • Assist
    the ISPI chapter to complete the official affiliation process with ISPI
    International, and ensure the chapter remains in compliance with all
    policies and regulations of the organization.
  • Work
    with other project components and management to place
    a minimum of one COMPRAC member per quarter in paid HICD-related
    internships, including performance analyses, implementation of Performance
    Solution Package (PSP) recommendations, and other tasks to be determined.
  • Lead
    the CPT certification program for COMPRAC members and other eligible
    interested professionals, including the facilitation of preparatory
    workshops and ongoing coaching.
  • Write
    scopes of work for trainers and consultants
  • Continually
    monitor progress of COMPRAC interventions against indicators as defined in
    the work and monitoring/evaluation plans, and report any potential
    obstacles to project management.
  • Contribute
    to project reports and activity design, including biweekly, quarterly, and
    annual reports, as well as the annual workplan and
    monitoring/evaluation plan
  • Report
    on notable project successes to the Communications and Reporting Officer
    for use in success stories and other project publicity.
  • Communicate
    issues, successes, and problems immediately to the DCOP or COP
  • Obtain
    CPT certification within six months of start date, if not already
    CPT-certified
  • Perform
    other tasks as assigned.
Qualifications
  • Advanced
    degree in business, communications, or relevant subject
  • Two+
    years of professional experience managing programs or projects
  • Fluency
    in English and Kinyarwanda
  • Business-level
    communication skills, written and verbal
  • Competant
    computer skills – Microsoft Office
