The Embassy of the United States of America in Kigali
is recruiting for the position of CDC Administrative Assistant Travel and
Procurement
in the Management and Operations Section. The position is
available to start immediately.
BASIC FUNCTION OF POSITION
The Administrative Assistant will plan and execute the
general administrative office management functions of the CDC/DGHA/Rwanda
program. Under the supervision of the Public Health Administrative Specialist,
incumbent will be directly responsible for the CDC Rwanda travel and
procurement related operations, as well as providing support for conferences
and meetings.

QUALIFICATIONS
All applicants MUST address each selection criterion
detailed below with specific and comprehensive information supporting each
item.
  • Completion of a university or technical college
    degree in Business Management, Business Administration, Finance or Tourism
    and Hospitality.
  • Three years of advanced administrative and/or
    technical experience required. One year of the three years of experience
    must be within a US Government Agency, international NGO, national
    organization or government ministry.
  • English Level IV.
  • Good knowledge of common administrative
    procedures including filing systems, database management, public relations
    and rudimentary knowledge of the health sector and public health
    environment required. Advanced writing skills to draft reports and other
    documents with very little supervision and review required. Must be able
    to operate equipment such as network computers, digital sender,
    photocopiers, fax machine, telephones with speaker, etc. Word, Excel
    spreadsheets Power Point, Internet Explorer and Adobe Acrobat skills
    required. Excellent organizational skills and ability to prioritize and
    handle competing demands required. Excellent cooperative working
    relationships with staff and other project-associated persons and agencies
    required. Excellent judging skills to assess problems and develop
    realistic solutions during emergency situations required. Must have good
    written and verbal skills and must demonstrate sense of diplomacy in
    dealing with host government institutions and partners including other USG
    agencies and CDC-Atlanta.

SELECTION PROCESS
When equally qualified, U.S. Citizen Eligible Family
Members (USEFMs) and U.S. Veterans will be given preference. Therefore, it is
essential that in the application the candidate fully address the required
qualifications above.
ADDITIONAL SELECTION CRITERIA
  1. Management will consider nepotism/conflict of
    interest, budget, and residency status in determining successful
    candidacy.
  2. Current employees serving a probationary period
    are not eligible to apply.
  3. Current Ordinarily Resident employees with an
    Overall Summary Rating of Needs Improvement or Unsatisfactory on their
    most recent Employee Performance Report are not eligible to apply.
  4. Currently employed U.S. Citizen EFMs who hold a
    Family Member Appointment (FMA) are ineligible to apply for advertised
    positions within the first 90 calendar days of their appointment.
  5. Currently employed NORs hired under a Personal
    Services Agreement (PSA) are ineligible to apply for advertised positions
    within the first 90 calendar days of their employment unless currently
    hired into a position with a When Actually Employed (WAE) work schedule.
