The Netherlands Development Organization (SNV) JOBS position in Rwanda

  The Netherlands Development Organization (SNV) is an
international not-for-profit development organization working in over 30
developing countries for more than 40 years. SNV has been working in Rwanda
since 1980 and is active in all of SNV’s three sectors: Agriculture, Renewable
Energy, and Water, Sanitation and Hygiene.
 SNV Rwanda is involved in water and sanitation
since 2007 especially in the volcanic region where we implement projects with
UNICEF, private water companies and Rwanda governme

nt. The support focuses on
improving access to rural water supply and improved sanitation through 3 sub
program: Functionality of Rural Water Supply Services, Sustainable Sanitation
and Hygiene for All in rural areas, and Water and Sanitation Services in
Schools.

For further support of the water programs of the
Government of Rwanda, SNV is looking for local experts with strong experience
to work with in the management and implementation of Integrated Water Resource
Management (IWRM).
The following are the positions to fulfil:
1.National Program Officers (3)
Envisaged activities
• To liaise with implementing organizations in
demonstration catchments
 • To strengthen capacities of organizations in
demonstration catchments in IWRM
 • To facilitate integrated analysis and planning
in demonstration catchments
 • To assure the supervision of the work in the
demonstration catchments
 • To assist the international specialists in the
performance of their tasks
 • To contribute to sections for project reports
on the progress of IWRM
 • Produce material on IWRM issues and lessons
for other project publications and workshops
 • To support gender integration and equity in
all activities
• To support data collection using modern tools, data
analysis and data reporting using GIS

Qualifications required
The Program Officers should have a University Degree
in Water Management or other discipline relevant for water management and at
least 4 years professional experience with a focus on institutional development
at district level. He/she should have experience with data collection, data
analysis and data reporting (GIS experience is an advantage), the analysis of
governance systems and hands-on experience with capacity building and project
management / supervision. Experience with IWRM is an advantage and knowledge
and understanding of social inclusion and gender equality is an asset. Fluency
in English and Kinyarwanda is a prerequisite. Report writing skills in English
are required.
2. MIS (Management. Information System) specialist
Envisaged activities
• To analyze the functionalities of the Water MIS and
propose, adaptations
• To structure the data input process and to process
and analyze the data
• To support the inclusion of sex-disaggregated data
in the Water MIS for collection and analysis
• To train RNRA staff in the use and operation of the
Water MIS
• To strength capacity at different levels of training
including TVET and Universities
• To assure the supervision of the work in the
demonstration catchments
 • To contribute to sections for project reports
on the progress of IWRM. Produce material on IWRM issues and lessons for other
project publications and workshops
 Qualifications required
 The MIS operator should have a University Degree
in Information Management/ Hydro-informatics or equivalent and at least 4 years
professional experience. He/she should have experience with data 89 base
management and the processing /analysis of large volumes of data, decision
support systems. Experience with hydrological data systems, modelling is an
advantage. Knowledge of collection and analysis of sex disaggregated data.is an
asset. Fluency in English and Kinyarwanda is a prerequisite. Report writing
skills in English are required.
