A. MAIN PURPOSE AND SCOPE
.The Finance
Officer is a senior role in Right To Play Rwanda (RTPR) and is responsible for
the overall maintenance and management of RTPL financial accounts and budgets,
both at county office and in Project Locations.

with RTP Financial procedures

B. MAJOR RESPONSIBILITIES
In Accordance with Right To Play (RTP) approved

· Prepare
monthly financial reports
· Reconcile all
RTPR Cash and Bank Accounts
· Make and
review entries into ACCPAC
· Post entries
into ACCPAC
· Review and
upload sub offices DELs into ACCPAC
· Reconcile all
RTPR accounts and any variances on the Trial Balance
· Prepare
Journal and Receipt Vouchers for each month
· Prepare
monthly check list
· Complete
Exchange rates calculations sheet
· Prepare
monthly Bank reconciliation statements for all RTPR Bank accounts
· Do database
dump and sent to RFM
· Generate the
monthly financial reports from ACCPAC and circulate to CM and Programs |

Ensure the payments for goods and services rendered to RTPR adhere to RTPR standard operating procedures.
·
Supervise the Finance Assistant in all accounting work (make entries into ACCPAC, raise vouchers and write cheques
·
Check every document to ensure that every transaction is in line with the budget and also in line with RTPR policy and procedure
·
Strictly follow the Authorization level policy by making sure that every payment request is approved by the correct authorities (Country Office
( CO), Regional Office ( RO) or Headquarter (HQ)) before any
transaction is carried out
·
Ensure that each transaction from the field is properly approved by the correct authority and supported with the appropriate documentations.

Ensure that funds are available in all the bank accounts for smooth monthly operations of programs and administrative activities
·
Assist CM in preparation of budgets for CO and forthcoming projects
·
Review monthly projections of cash requirements by the projects and CO and ensure that it is in line with the budget before sending request for transfer to funds to RO/HQ
·
Monitor project expenses on a monthly basis against projections and ensure that expenses are in line the approved budget
·
Ensure that each transaction from the field is properly approved by the correct authority
·
Monitor bank balances by posting expenses to ACCPAC on a regular basis
·
Monitor the organisation’s liability and recover all debt owed to it
·
Participate in yearly budget planning and review meeting/processes
