The position of the Executive Secretary
is a key position in the Confederation and as such the person who occupies it

Primary Duties and Responsibilities
The Executive Secretary shall be

the day-to-day activities of the NCCR. - Delivering
programs and activities that follow the strategic plans set by the NCCR
Board - Proven
experience in resource mobilization and negotiation skills - Managing
the NCCR public relations and stakeholder relations internally and
externally, - Establishing
cooperative relationships with international, national and
non-governmental bodies - Ensuring
the proper administration of the NCCR, including managing staff and
financial resources consistent with NCCR financial, personnel, inventory
and procurement policies - Actively
seeking appropriate funding for the NCCR. - Ensuring
that the management accounts of the NCCR are submitted to the Board on
timely. - Submitting
annual and ad hoc reports on the activities of the NCCR to the Board - Reporting
on the progress of the NCCR, which includes installing and reviewing
monitoring and evaluation components to ensure accountability,
improvement, efficiency and provide a clear statement of the demonstrated
impact of the NCCR’s efforts - Undertaking
other assignments or activities as may be determined by the board of NCCR. - Paying
attention to Cooperative federations and non-structured cooperatives by
putting together their reports analyze and provide the required advices.
Qualifications
- Master’s
degree in project management, Finance, Economics, Cooperative management,
rural development and entrepreneurship with at least 3 years of
experience. - A0
with experience of 5+years of management in a similar position, size/scope
may be considered - Proven
experience in managing staff and finances, to include short- and long-term
technical assistance resources. - Fluency
in written and spoken Kinyarwanda and English is required; proficiency in
written and spoken French would be an added advantage.

- Prepare

staffs leave records, and individual employee files/records; - Update
and promulgate required reports based ‘upon payroll data; - Process
payroll once a month and pay taxes on time; - Manage
and review accounts payables for accuracy; - Prepare
monthly budget reports for NCCR activities; - Prepare
and assist with annual audit; - Maintain
manual and automated accounting records; - Enter
accounting data into the computerized system to update and maintain this
system; - Maintain
procedural requirements to facilitate entering and processing data in the
computerized system; - Assist
in preparation of various monthly, quarterly and year-end reports to DAF; - Maintain
fixed assets list and depreciation schedule; - Reconcile
general ledger and bank accounts; - Responsible
for journal entries relating to daily operations and month/quarter/year
end closing; - Perform
other related duties as assigned by the Director of Administration and
Finance
Qualifications and other requirements:
- A
holder of a Bachelor’s degree in Accounting or Finance; - Evidence
of having used accounting principles, practices and procedures; - 3+
years of experience in the field of accounting or finance; - Proficient
with SAGE or Quick book - Computer
Skills with knowledge of various software-including but not limited to
spreadsheets, and word processing; - Effective
language, punctuation, spelling and communication skill in English and
Kinyarwanda, French would be an added value; - Attention
to detail and strong critical-thinking skills;
