Chemonics
seeks a long term project liaison officer for the ongoing USAID Rwanda LAND
Project. The project aims to assist the Government of Rwanda in reducing
land-related conflict by strengthening the resilience of its citizens,
communities, and institutions and their ability to adapt to land-related
economic, environmental, and social changes. Its major activities contribute to
strengthening the capacity of Rwandan institutions to carry out robust,
policy-relevant empirical research on land issues and to enhance communities’
and officials’ understanding of the legal framework governing land in
Rwanda.

Project activities for which MINIRENA/RNRA is the designated Government of Rwanda
(GOR) counterpart. S/he will be responsible for providing input to LAND Project
annual work plans that reflect priorities of the RNRA and ensuring that
implementation of annual project work plan activities involving the RNRA are
effective and meet expectations. S/he will stay abreast of LAND Project
developments, attending weekly project staff meetings; coordination meetings
with project leadership, GOR counterparts and USAID; and any other
project-related meetings to which s/he is invited. S/he will develop and
maintain a robust and open channel of communication between the project and the
RNRA in a manner that maximizes transparency and good counterpart relations
while minimizing misunderstandings.

addition to her/his liaison responsibilities, the RNRA-LAND Project Liaison
Officer will also provide additional support to the Deputy Director General,
Lands and Mapping Division, RNRA. Such support should be of the type which
contributes directly to the successful implementation of the Land Subsector Strategy
(2013/14-2017/18).

RESPONSIBILITIES INCLUDE:
RNRA-LAND Project Liaison (at least 75% of LOE)
•
Participate and provide input to the LAND Project annual work planning process,
ensuring that the perspectives of the RNRA are conveyed;

Review and provide input to annual work plans, Scopes of Work framing LAND
Project activities, and project technical reports approved by USAID;
Participate in implementing project activities that directly involve the RNRA,
District Land Bureaus or other local land administration authorities, with
specific roles to be determined jointly by the LAND Project Chief of Party and
the RNRA DDG;
Review and provide input to annual work plans, Scopes of Work framing LAND
Project activities, and project technical reports approved by USAID;
Participate in implementing project activities that directly involve the RNRA,
District Land Bureaus or other local land administration authorities, with
specific roles to be determined jointly by the LAND Project Chief of Party and
the RNRA DDG;

with the frequency of such meetings determined by mutual agreement, but which
shall not be less than monthly;

QUALIFICATIONS:
Advanced
degree in social science (e.g. economics, sociology, political science), land
administration, law or other relevant degree;

A minimum of seven years of progressive experience in program/project
management;
