organization implementing development programs in 15 Districts of Rwanda. 
World
Vision Rwanda seeks to hire a highly qualified, dedicated and experienced
national for the position of WASH
Program Manager
. The position will be based in the Western
Region and reporting to the Regional
Manager
 

Purpose
of the position:
The
post holder is responsible for the overall WASH program management as well as
representing the WASH sector at a strategic level within WVR and also
projecting our position at a National level.

The
major responsibilities include:
  • Manage
    WVR’s portfolio of WASH projects
    • Provide strong and positive
      leadership to the WASH program teams and fostering an environment of team
      synergy
    • Ensure competent and motivated
      staff are hired and retained within WASH program
    • Provide oversight to
      operational risk management around WASH program, including ensuring the
      implementation and maintenance of core security requirements.
    • Provide leadership in branding
      and profiling  WASH program
    • Ensure planning and budgeting
      process for WASH program is aligned and operating smoothly.
  • Ensure
    that WASH projects are meeting their administrative and programmatic
    goals, outcomes, and outputs on time and on budget
    • Ensure timely development and
      submission of WASH Annual plans and budgets for securing financial
      resources by all WASH interventions
    • Facilitate development of
      proposals to meet emerging community needs  around WASH.
    • Ensure donor and stakeholder
      concerns are addressed for effective and sustained engagement for WASH
      programs and projects
    • Ensure WASH staff compliance
      with WVR procedures and principles, and with GoR WASH standards and
      directives
    • Represent WVR in high-level
      meetings regarding WASH programs in Rwanda and internationally
    • Lead the process for
      establishing Memoranda of Understanding with GoR WASH partners, and other
      non-governmental WASH partners
    • Keep abreast of WASH-sector
      developments in Rwanda, especially those that may affect on-going WASH
      program activities
    • Approval of WASH program
      reports and contracts 
Qualifications:
Education/Knowledge/Technical Skills and Experience
 
  • A
    master’s degree (preferred) in Water and Sanitation engineering,
    Public Health or any other closely related technical field.
  • A
    minimum of 5 years’ experience in Water, Sanitation and Hygiene program
    design, implementation, M&E, research and policy, and strategy
    development.
  • Skills
    in resource mobilization including proposal writing, report writing,
    networking and representation. Strong interpersonal communication skills
    and excellent written and analytic skills.
  • Knowledge
    of WASH sector policies and guidelines e.g the National Water policy.
  • Knowledge
    in water, hygiene and sanitation participatory methodologies like PHAST,
    CLTS, Sanitation Marketing, Behaviour Change Communication and other
    related innovative hygiene and sanitation approaches (incl. sanitation
    value chain) that are necessary for the promotion of hygiene and
    sanitation interventions at scale
  • Experience
    and skills in networking with other NGOs, government partners, and local
    community-based organizations.
  • A
    strong awareness of the importance of integration of water supply,
    sanitation and hygiene promotion into other development thematic areas
    like health, HIV & AIDS, education, environment protection, household
    economic security, child protection and people living with disabilities,
    commercial and private sector partnerships
  • Ability
    to build  effective teams,  promote coordination and 
    collaboration
