Under
the direct supervision of the Director of External Relations and
Communications, the Chief Donor Relations Division is responsible for managing
donor relations in the External Relations and Communications Department (ERCD).
In accordance with the established Agency policy and procedures, the incumbent
will:

Primary
Duties and Responsibilities

·
Within the framework of the overall resource mobilization strategy, lead the
Donor Relations Division in the development and implementation of individual
country strategies to maximize contributions from existing and potential public
donors;

·
Manage the Donor Relations Division to ensure high quality and timely
documentation for internal and external audiences; provide supervision,
guidance and actively develop the staff members on the team;

·
Establish and nurture close relationships with UNRWA’s donor governments and
institutions; gather intelligence while building confidence in the Agency and
its mechanisms and keep donors closely informed of UNRWA’s activities;

·
Provide proactive guidance and advice to the Director of External Relations and
Communications as well as other senior managers within UNRWA regarding donor
priorities and concerns, through targeted meetings and briefings; act as
Officer-in-Charge during the Director’s absence;

·
Review project proposals and progress reports; draft correspondence to donors,
intergovernmental and other bodies concerned with Palestine refugees for the
purpose of resource mobilization; ensure visibility of donors;

·
Work closely with the Department of Finance to provide accurate and timely
updates on both income and cash flow;

·
Work closely with the Department of Planning to ensure joint cooperation on
harmonised reporting and indicators.

Professional
Knowledge and Experience

·
Advanced university degree from an accredited educational institution in
international relations, political science, business or public administration,
law or a related discipline;

·
At least 10 years of experience working for a national/international
organization or development agency in fundraising, programme management, public
information, diplomacy and/or external relations, including at least 4 years at
international level outside one’s home country;

·
Excellent command of spoken and written English, with good drafting and editing
skills;

Competencies

·
Demonstrated track record in resource mobilization with governmental
institutions;

·
Demonstrated abilities in team leadership and ability to establish and maintain
effective working relationships with people of diverse backgrounds, culture and
nationalities;

·
Demonstrated competence in negotiation at a high level;

·
Good communicator in both spoken and written English, including ability to
draft/edit a variety of written reports and other studies, and ability to
articulate ideas in a clear and concise style;

·
Proficiency in standard Agency computer applications (MS Word, Excel,
PowerPoint).

Equivalency

When
the minimum requirements are not fully met, the Director of Human Resources may
exceptionally substitute part of the unmet requirements with a combination of
relevant academic qualification, additional professional training and
progressive relevant work experience. NB: Work experience alone or formal
qualifications with no relevant work experience are not considered an
acceptable combination.

Desirable
Qualifications

·
Working knowledge of the international aid architecture and discourse;

·
Knowledge of the Middle East history and Palestine refugee problem;

·
Knowledge of the UN system.

·
Good command of other UN languages, particularly French, would be an asset.

Additional
Information

The
incumbent will be required to travel in the Agency’s area of operations in the
Middle East as well as to other locations.

Conditions
of Service

UNRWA
offers an attractive compensation package including annual salary starting at $88,898
net tax free with dependants or $82,586 single, plus post
adjustment of 52.9% (subject to change without notice). Other
benefits, subject to eligibility, include education grant, dependency
allowance, home leave, pension fund, health insurance and 6 weeks of annual
leave. All UNRWA duty stations (with the exception of Gaza and Syria) are
family duty stations. Initial contract is for two years,** with the
possibility of further extensions subject to the availability of funds and the
continuing need for the post.
