Summary
ChildFund
Rwanda is an INGO created in 2015 with the aim of improving lives of children
and their families by providing support in education and other related areas.
The NGO wishes to recruit a result-oriented Programme Manager who is
responsible for the management of Early Childhood Education programme and its
staff under the supervision of Country Manager. In consultation with the
Country Manager, Programme Manager is responsible for all matters relating to
staffing, supervision, discipline and the day-to-day running of ECE programme.
  • Roles
    and Responsibilities
Project
Management
  • Overall
    management, development and implementation of programs and operations,
    monitoring and evaluation,
  • Facilitate
    partnership with appropriate public and local or international agencies,
  • Facilitate
    seminars, meetings, ,
  • Plan,
    execute and manage project development from beginning to end;
  • Project
    design and proposal development which includes community needs
    assessments, planning, implementation, monitoring, evaluation and
    reporting,
  • Define
    project scope, goals and deliverables that support project goals in
    collaboration with other department and stakeholders,
  • Develop
    the project’s annual plan of action and annual budget and revise the
    project’s plan of action when necessary,
  • Develop
    and deliver progress reports, proposals, requirements documentation, and
    presentations,
  • Monitor
    and evaluate implementation of field activities to ensure that the staffs
    are working by the project management system in cooperation with other
    stakeholders to achieve the designed project objectives and outcomes,
  • Prepare
    project reports to the relevant government agencies, ChildFund and other
    interested bodies,
  • Effectively
    communicate project expectations to team members and stakeholders in a
    timely and clear fashion,
  • Be
    responsible for balancing and accounting budget for the project
  • Proactively
    manage changes in project scope, identify potential crises, and devise
    contingency plans
Network
and Building Capacity / Training
  • Determine
    and assess the need of network, and build the appropriate networks of
    project-related experts and influential groups,
  • Develop
    and maintain good relations with governments in central and local level,
    leaders in engaging communities, and various entities in the project
    target areas on an ongoing basis,
  • Identify
    and resolve issues and conflicts within the project staffs and the
    stakeholders (community committee, volunteers, local governments, etc.)
  • Coach,
    mentor, motivate, and supervise project team members and community and
    influence them to take positive action and accountability for their
    assigned work,
  • Build,
    develop, and grow network(/project relationships) that is vital to the
    success of the project,
  • Develop
    contents and formats of staff training and capacity-building opportunities
    and participate in the annual performance and development appraisals for
    all project staffs,
  • Other
    tasks assigned by the Country Director
  • Position
    Requirements
  • Education:
    Bachelor’s degree(A0) or above(Master level preferred) in education or
    related filed in social sciences. .
  • Experience
    and Skills:
  • At
    least 3~5 years of work experience in project management in the related
    fields,
  • Knowledge
    of international, national and regional educational issues and agenda,
  • Knowledge
    of models and methods relating to provision of educational services,
  • Excellent
    verbal, analytical, organisational and written skills,
  • Up
    to date knowledge of project management tools and techniques,
  • Understanding
    of performance management, M&E, project cycle management,
  • Advanced
    English and Computer skills (MS Office: Word, Excel, Power Point),
  • Ability
    to prioritise work and meet demanding deadlines,
  • A
    positive attitude and collaborative approach to dealing with clients,
    volunteers and staff,
  • Experience
    of working in multi-cultural, multi-national context will be an asset.
