Early Childhood Development expert based in Kigali,
Rwanda

Organization

Help a Child (HaC) is a Christian
international NGO specialized in community development with its headquarters in
the Netherlands and
operating in Rwanda
since 2008. Founded in 1968, HaC’s mission is to improve the wellbeing of
children through supportive communities. Main sources of income are child &
family sponsorship, foundations and institutional donors. Main activities are
early childhood development and education, vocational training, work and income,
with special attention for the position of girls and women, and child’s rights.
HaC’s strategy is to empower marginalized children, youth, parents and the
broader community, and other stakeholders to grow out of poverty. This is also
reflected in the anticipated changes:

A. Children are able to overcome
barriers to participate successfully in life;

B. Parents are able to take care
of themselves and their children;

C. Youth are self-reliant and
ready for work;

D. Communities are able to link
to and make use of economic opportunities and services and gradually take full
ownership of their own development.

Based on our 2016-2020 global
strategy, Youth for Work and Early Childhood Development and Education are
priority sectors.

Position

We have developed an Early
Childhood Development & Education strategy for our programs in Rwanda. We are
now recruiting an ECD expert to oversee the implementation of this multi-annual
strategy. The successful candidate will be passionate about early childhood
development and education with a strong understanding of both the policy level
of ECD and the practical implementation level. Part of the responsibility is
participating in a pilot project in which Help a Child – together with its
Dutch partners VIAA and Driestar – is cooperating with the Rwandan government
to develop a curriculum for Early Childhood education.

Job Responsibilities

Program Management

  • Develop ECD program plans and implement the plans in
    close cooperation with our local partners
  • Project design and proposal development
  • Monitor and evaluate implementation of field activities
    to ensure that interventions are compliant with the standards and
    principles of not only the organization, but also of the Rwanda government
    and the donor
  • Contribute to developing and reviewing of ECD program
    Planning, Monitoring, Evaluation and Learning (PMEL) Systems
  • In the pilot project liaising with the Rwandan
    government, the University of Rwanda, Rwandan Teacher Training colleges
    and our Dutch knowledge partners VIAA and Driestar.

Networking and Partnership
Management

  • Develop and maintain good relations with the government
    at central, district and local level
  • Determine and assess the need to join appropriate
    networks of project-related experts and influential groups
  • Develops strong relationships with existing and potential
    donors in the ECD sector to promote ECD approaches and results
  • Identify, develop and recommend programs for potential
    partnerships. This includes attending learning workshops, organizing joint
    field visits with other parties and participating in donor events on ECD

Capacity Building and
Organizational Learning

  • Build knowledge and technical capacity of implementing
    partners to implement and monitor quality ECD interventions
  • Conducting capacity assessments, providing trainings and
    coaching to partners on ECD
  • Planning for organizational reflection and learning
    opportunities, such as special studies, after action reviews, and
    partners’ meetings, organizational learning surveys
  • Support in developing knowledge related to ECD.

Qualifications

This is an extraordinary
opportunity for an individual with significant experience in ECD to be part of
a new country organization. Specific requirements include:

  • University level degree in Early Childhood Development
    or a related field
  • 7-10 years of experience in the field of ECD on both
    policy development level and practical implementation level
  • Ability to set and achieve clear objectives and
    deadlines
  • Comfortable working in a fast-paced environment with
    changing priorities and under minimal supervision
  • Results driven and motivated by a sense of performance
    excellence and urgency
  • Strong communication skills, both verbally and written
    (including presentation skills). Fluent in English and preferably
    proficient in French
  • Demonstrated strong interpersonal skills
  • Ability to adhere to Help a Child’s Christian Core
    Values
  • This post will have contact with children and young
    people. The candidate that will be hired will be required to sign and
    adhere to the Help a Child Protection Policy. Recruitment is subject to
    successful completion of all applicable background checks, including
    criminal record checks.

We offer an attractive financial
package and a challenging working environment in an international setting. You
will be offered a fixed term contract for the first year with a probation
period of 3 months. Depending on your performance and fit with the programme
and staff involved, this first year contract will be extended for another 2
years.
